Shannon Sexton: There are 2 components to alcohol sales taxes

One is state; it's shared. One is local, Adair would keep it all

Brandon, nice article and thank you for sharing it. The state and the local government both tax alcohol sales. As the article you shared shows, state taxes are collected and then spread out to all of Kentucky as various state funded items. It's the local tax (city/county) that we get to keep. I've included a link, Corbin rakes in over $721,000 in alcohol taxes; nearly $200,000 more than expected showing what Corbin, Ky collected in local alcohol tax. I'll also send an alcohol purchase receipt showing both taxes, state and local, being charged on the purchase. Thanks again for the questions! We are all learning together and we want everyone to be as informed as possible.

Mr. Eddie V Walker, Taylor County, KY (1945-2015)

Mr. Walker was the epitome of the All-American working man, professing faith in Christ and having a big-hearted love for his family. He earned his living as a carpenter, and was an extremely talented amateur archaeologist and rock hunter. He served his country honorably and was a veteran of the United States Army. He leaves 16 direct living descendants.

Brandon Burns: Is county already receiving alcohol tax money

Shannon, your response made me think of a question I had from an article I read earlier. Have we already been receiving the "increased" tax dollars for alcohol sales? The article says all 120 KY counties receive tax revenue for alcohol sales regardless of whether a town sold any alcohol at all. Essentially all alcohol tax goes into a state fund and it is divided up potentially evenly, across every county. Without a significant increase in tax revenue wouldn't that make the outcome of the vote have little to do with Adair County's progression from tax revenue gained standpoint? It's an interesting read.

Edward Glen (Ed) Harvey, Adair County, KY (1939-2016)

was a member of Trinity United Methodist Church, a retired truck driver and a farmer. He was a US Army Veteran, and will be accorded full military honors at committal rites. He was a member of a large, highly regarded Adair County, KY family, the son of hte late George Clarence and Hazel Janes Harvey. His wife, Brenda McCoy Harvey, survives. Shannon Sexton: Clarifying the use of alcohol tax revenue

Sally, you bring up a valid point. The Kentucky liquor laws are so confusing. They have been put together in piecemeal fashion over the years and really should be simplified in my opinion. I'll try to explain how the revenue is allocated to the best of my ability. Alcohol revenue is by law required to be "spent" on certain things. Those things include administration and enforcement. Policing is one of those expenses. As an example, let's say the Police Department budget is currently $500,000 (for round numbers). Now lets assume the legal sale of alcohol passes this year and we collect $500,000 in revenue. That new alcohol revenue may be used for policing - freeing up the original $500,000 that had been budgeting in prior years. Policing still gets $500,000 (now funded by alcohol) and the city or county respectively would have $500,000 extra to budget toward other things we need, taking some of the burden off the property tax payers. - Shannon Sexton

Sally Kemp wants clarification on alcohol tax use

Hopefully, I'm not the only one needing clarification. However, according to Shannon Sexton\'s comment regarding allocation of funds after collection and I quote "the original funds marked for those items will be freed up and will be at the disposal of our elected officials. Once the time comes, it's important we contact our elected officials and voice our opinions as to where the extra money will go." And the quote by Honorable Mayor Curtis Hardwick "It's a good idea but Kentucky law simply doesn't permit it. All the income from alcohol tax is restricted to designated areas, including law enforcement." I really need clarification. Is there extra funds after the original funds that can be allocated based on our elected officials' decisions or is that against KY law? (I understand this may be getting the cart before the horse, but it could be a decision maker for some who would welcome the tax relief!) - Sally Kemp

LWC Wrestling ascends 5 spots to No. 9 in latest NAIA poll

Grand View (Iowa) remains as the top team in the poll with 180.5 total team points. Montana State-Northern is second, while Oklahoma City takes over the No. 3 position. Campbellsville (KY) is the lone other team from the Mid-South Conference West Division to be ranked in the poll, coming in at No. 6 with 72 points.

COLUMBIA, KY - The Lindsey Wilson wrestling team moved up five spots to No. 9 in the latest NAIA Coaches' Top 20 Poll, the national office announced on Wednesday, January 20, 2016.

The Blue Raiders received a total of 49 voting points from the panel of national raters. Lindsey Wilson has eight individuals ranked in the top 16 in their respective weight classes.

FRANKFORT, KY. (Wed 20 Jan 2016) - Attorney General Andy Beshear is asking lawmakers to strengthen Kentucky's fight against modern day slavery by giving his office the ability to prosecute human trafficking cases across the Commonwealth.

While Kentucky has some of the nation's strongest human trafficking laws to protect trafficked children and to investigate and prosecute labor and sex traffickers, Beshear said only about 10 percent of child trafficking cases reported to the state have resulted in criminal investigations.

Columbia Mayor Curtis Hardwick called and commented on the suggestion that Brandon Burns made to earmark alcoholic beverage taxes for the hospital debt. "It's a good idea," he said, "but Kentucky law simply doesn't permit it. All the income from alcohol tax is restricted to designated areas, including law enforcement."

While on the line he commented on Columbia's City Streets. "They are not as good as we'd like to see them, but the street department is working as hard as they can to get them in shape."

First mining fatality in Kentucky in 2016

Frankfort, KY - A mining accident has taken the life of a Hopkins County miner. Kentucky Office of Mine Safety officials say 36 year-old Nathan G. Phillips was operating a continuous miner when he became pinned between the machinery and the rib wall of the mine. He was transported to a nearby hospital where he was pronounced dead.

The accident occurred Tuesday at approximately 4 p.m. CT at the Webster County Coal Dotiki Mine, owned by Alliance Energy, in Webster County, KY.

Traffic Advisory: I-65 Southbound Mile Point 61 In Hart County

A semi crash with spilled fuel has I65 southbound blocked at Mile Point 61, just south of Munfordville. With traffic stacking in these lanes, snow and ice removal teams are unable to plow and treat. Please consider an alternate southbound route well ahead of Exit 65 (Munfordville) for at least the next 3 hours.

With an increase of detour traffic, local motorists along US 31W are also urged to use additional caution, especially along intersections. Remember stopping distances are negatively impacted by current weather conditions. Slow down. Allow extra space between your vehicle and others.

CU Tiger basketball moves to No. 18 in NAIA Poll

Kansas City, MO - A loss to No. 1 University of Pikeville didn't hurt Campbellsville men's basketball, as the Tigers moved up to No. 18 in the NAIA Coaches' Top 25 Poll, officials announced on Tuesday night.

The Tigers, who moved from No. 21 to No. 18, picked up 87 voting points from the national raters.

First widespread snow causes hazardous, messy commute

Snow tapering off in western counties, storm moving east

Frankfort, KY - Kentucky Transportation Cabinet (KYTC) crews reported early Wednesday morning to combat the latest round of widespread snow across the Commonwealth.

Large bands of snow blanketed several portions of Kentucky roadways, which created slick and hazardous driving conditions for the morning commute. The majority of roads across western, central and southcentral Kentucky remain partially or completely covered. Maintenance professionals in the eastern and northeastern portions of the state continue to treat and monitor the roadways as the storm moves east. Crews have been working around the clock to keep routes passable.

Kristen Branscum is new Travel and Tourism Commissioner

Frankfort, KY - The new commissioner of the Department of Travel and Tourism is Kristen Branscum, Tourism, Arts and Heritage Secretary Don Parkinson announced today.

Branscum, a native of Russell Springs, most recently served as the head of marketing for the Kentucky Department of Agriculture since 2012.

"Kristen Branscum's extensive marketing experience and knowledge of Kentucky will be a great benefit for our tourism industry," Parkinson said. "We look forward to working with Kristen to serve and grow our tourism industry to make it even better."

Mr. Burns, nothing would please us more than to stipulate what revenue from legal alcohol sales can or cannot be used for. The reality is, Kentucky law tells us what alcohol revenue must be used toward (policing, 911, etc). Although law dictates where the alcohol money goes once it\'s collected, the original funds marked for those items will be freed up and will be at the disposal of our elected officials. Once the time comes, it\'s important we contact our elected officials and voice our opinions as to where the extra money will go. Thank you so much for commenting. CU Lady Tiger basketball jumps to No. 1 in NAIA ranking

Kansas City, MO - Lady Tiger Basketball is back where it started, moving into the No. 1 spot in the latest NAIA Division I Women's Basketball Coaches' Top 25 Poll, the national office announced today.

The Lady Tigers were ranked No. 1 in the preseason before some early-season losses dropped them to as low as 4th in the Dec. 8 poll.

Attorney General Beshear voices support for National Guidelines for Prescribing opiates for chronic pain. Says CDC guidelines will help Kentucky, bordering states with prescription drug abuse

FRANKFORT, KY. (Wed 20 Jan 2016) - "In Kentucky we face a crushing epidemic of addiction. One of my core missions as Attorney General is to better address the drug problem faced by our Kentucky families and workforce. In keeping this pledge, my office is joining other state attorneys general in voicing support for the recently issued draft 'Guidelines for Prescribing Opiates for Chronic Pain' by the CDC. The guidelines provide clear direction for prescribers on when to prescribe opiates and how to safely manage patients. Kentucky has taken historic steps to tackle prescription drug abuse within our borders. Our landmark 2012 prescription drug abuse legislation and our crackdown on pill mills have seen results. But our families still face a flood of prescription pills from other states. Supporting these guidelines is one step toward shutting down these pain pill pipelines. Our fight against drugs is a tough one, but my promise is that the Attorney General's office will be relentless every day in our work to better protect our families."

Comments re article 80265 PAC Chairman makes statement on wet vote win in Russell Co

Just a suggestion but with all this apparent tax revenue the county could be getting from alcohol sales, I think the PAC should add a stipulation on the vote.

If the wet/dry vote passes, the county will use 100% of the tax revenue to pay off the hospital debt and stop the hospital tax.

Everyone at PAC listened intently last evening as the election results from neighboring Russell County poured in. We celebrated along with them as they voted to end prohibition. We understand what this means for them and their citizens. We also understand the hard work and dedication they put forth as they battled against outsiders from Marion County and Covington pouring money into a dry campaign to stop them. In the end, they persevered with their grass roots effort and the voters turned out in what seemed like record numbers - taking control of their own destiny. Demanding progress.

Columbia City Hall Open. Mayor in. Sanitation Dept. running

Update at 7:48amCT: City Hall will be open today! Mayor Hardwick called to say that City Hall will be open with enough employees reporting to handle today's situation. And he reminded residents: The Garbage Truck is running on its usual schedule.

Columbia Mayor Curtis Hardwick said at 7:01amCT that he, personally plans to be in his office in City Hall, 116 Campbellsville Street, Columbia, KY, today, but plans for the rest of the staff are not yet set. "I'll announce that later," he said, "but I'll be in coordinating with the street department and gas department and the police."

Until he hears from the rest of the staff, he said, he's unsure if the doors to City Hall will be open to the public.

KYTC District 8 Road Conditions - 1 inch snow blankets area

SOMERSET, KY (20 Jan 2016 received at 5:29amCT) - State road crews are treating routes across all ten counties of the District 8 area. We are seeing moderate snowfall with counties reporting at least 1 inch accumulation.

Road crews are treating the pavement with salt and plowing. As the snow continues to come down, roads that have been salted and plowed will get covered again. BOWLING GREEN, KY. (Wed 20 Jan 2016) - Crews have been out treating roadways however most roads are either covered or partially covered with snow. The routes that have been plowed and treated are showing signs of improvement, however the heaviest snow fall for the district is expected to arrive after 5amCT. Roads could deteriorate if the snow fall is severe. Our crews are working as hard and as fast as they can. Please be patient.

COLUMBIA, KY - The Lindsey Wilson women’s basketball team took care of business on Tuesday night as the Blue Raiders defeated visiting Fisk (TN) 83-57 at Biggers Sports Center.

Playing at home for the first time in five contests, the No. 22-ranked Blue Raiders (16-4) pulled away in the second half to improve to 12-1 on the year in games played in Columbia. Fisk drops to 5-12 with the loss.
