Jon Halsey: KY cities, counties can't impose local sales taxes

Jon Halsey writes:
Ed, You are correct. Kentucky has a single Statewide Sales Tax of 6%. Local counties and cities are NOT allowed to collect local Sales Taxes. Here is the pertinent link: 2013 Tax-Rates.org

This month the Legislature began discussion of allowing a "single use local Sales Tax" which would have to be approved by the Legislature, would be for a specific project and would expire when that project was complete. The story is in the Lexington Herald-Leader today under their kentucky.com website.

It was interesting to me that Kentucky exempted Alcohol and Liquor from the Sales Tax until April 2009 which was coincidently around the time that Dry's started agitating for change.

LWC Football Jumps to No. 16 in latest NAIA Top-25 Poll

Not only is the No. 16 ranking the highest in the program history, but this week marks the first time that Lindsey Wilson has been ranked in back-to-back weeks

COLUMBIA, KY - Lindsey Wilson College football made the biggest jump in this week's NAIA Football Coaches' Top 25 Poll, NAIA officials announced on Monday, September 23, 2013.

The Blue Raiders moved eight spots from No. 24 to No 16 this week following last week's 35-26 win over then-No. 25 University of Pikeville (KY).

The city and the county can impose a liquor sales tax on both the liquor sold in the liquor stores and the restaurants if they are so inclined. Our current liquor sales here in the county and city...bootleggers...do nothing to benefit anyone here. No taxes, no new jobs, nothing but unregulated, unlicensed liquor to anyone who drives up regardless of age and sobriety.

Those of us who for what ever reason believe liquor is wrong can continue to believe that way, but those of us that feel in moderation that liquor is fine, could purchase it in a regulated, licensed place. - Lois Cunningham

Two Russell Springs men arrested on trafficking charges

On Friday, September 23, 2013 Casey County Sheriff's Department, Russell County Sheriff's Department, Appalachia Hidta Drug Task Force, Columbia, KY; and the Kentucky State Police K-9 Section assisted Kentucky State Police DESI West conclude a narcotics investigation that led to the arrests of Rafael Medrano, 29 years of age; and Abel Vargas, 23 years of age, both of Russell Springs, KY. The were charged with trafficking in marijuana over 5 pounds and lodged in the Russell County Jail.

Identification badges required for all adults entering building. While processing card, the system checks with the national sex offender database when adults check in any Adair County School District classroom building

The biggest change for parents has been using the new Ident-a-Kid security system that is located in every building on campus including our central office.

Two Russell Countians face multiple charges after traffic stop

Two Russell County residents arrested on multiple charges after traffic stop in the limits of Columbia by CPD Ofc. Drew Conn.

On Friday, September 20, 2013m at 7:17pmCT, Columbia Police initiated a traffic stop on a 1988 Blue Ford Ranger around the 900 block of Jamestown street. The vehicle was occupied by Charlse Gaskins, 27, of Russell Springs, KY, and his passenger 24 year old Latisha Bunch also of Russell Springs. Through investigation it was found that they were illegally in possession of controlled substances and placed under arrest. Charges are as follows.
  • Charlse Gaskins - No-Expired Registration Plate, Possession of Controlled Substance 2nd Degree, Prescription Controlled Substance not in Original Container, Possession of Marijuana, and Possession of Drug Paraphernalia.
  • Latisha Bunch - Public intoxication of a Controlled Substance and Possession of a Handgun by a Convicted Felon
Both Gaskins and Bunch were lodged in the Adair County Regional Jail. Ofc. Drew Conn was assisted by Ofc. Johnny Dial. - Ofc. Josh Brockman

We had a great turnout for the reunion, Saturday, September 14, 2013, at Creekside Restaurant in Campbellsville, KY. It was a beautiful afternoon to have a reunion. A total of 74 people signed the registers for our big day. We also had spouses, children and just friends of employees with us.

Contractors do nice job mowing Cumberland Parkway

I just wanted to thank the mowing crew that did such a nice job mowing off the Louie B. Nunn Cumberland Parkway this past week. Weed trimmers were even used to tidy things up even more.

Detour: KY 100 in Monroe Co., KY, Mon., Sept. 30-Fri., Oct. 4

Bowling Green, KY (September 23, 2013) - A detour for KY 100 in Monroe County will be set up from Monday, September 30 to Friday, October 4. A portion of KY 100 between mile point 9 to mile point 10 will be shutdown so maintenance crews can replace and update drainage structures. The detour is listed below and is approximately 18 miles. Motorists need to allow significant extra travel time during this closure.

KY 100 Detour Traveling East
Motorist traveling east on KY 100 before mile point 9 will need to take KY 1366 for approximately 10 miles, then turn right on KY 63 for approximately 8 miles to reconnect with KY 100.

KY 100 Detour Traveling West
Motorist traveling west on KY 100 before mile point 10 will need to take KY 63 for approximately 8 miles, then turn left on KY 1366 for approximately 10 miles to reconnect with KY 100.

A weathered habit found an altered state,

Why must a happy heart feel sadness too?

Adair Heritage Prim Fair will be Saturday, Nov. 2, 2013

The Adair Heritage Association has set 9am-4pmCT, Saturday, November 2, 2013, for this year's A Taste of the Past Primitive Fair, in the Historic Adair County Courthouse, 500 Public Square, Columbia, KY.

The fair features authentic items that harken back to old times . . . with primitive furniture, primitive crafts, encampments, a historic walking tour in beautiful Downtown Columbia, KY.

Rodney Smith comments for: An Alcohol Free County

Rodney Smith writes:
So basically what this article states is for our county to really become a booming town, we must lower our morals? The country, over all, has already reached an all time low on morality. We as a county do not need to lower our morals just to get money and businesses into our town. This is only asking for more DUI arrests, and fatalities due to negligent drivers who care little or none at all about the men, women, and children who are in the vehicles they pass, follow, or pull out in front of. Sorry but I really believe it is a Bad idea! I've always heard the statement, "They are going to get the alcohol somewhere else and drink it here anyway". That is most likely true, but at least they are not getting it in our county. I'm very proud of this. If we legalize sales of this morally decaying substance, it will only make it easier for our citizens to get. I don't want to make it easier for them. Let's do the best we can to make our county a place we and our children can be proud of. An alcohol free county. - Rodney smith
