Adair Co. Grand Jury returns indictments 8 Nov 2017

Indictments brought against 13 individuals from Columbia, Knifley, Hustonville, Jamestown, and Dunnville, KY, on charges including assault, possession, wanton endangerment, theft, public intoxication, and tampering with physical evidence.

NOTE: Indictments are considered formal charges. An indictment is not a finding of guilt. An individual charged by indictment is presumed innocent unless and until proven guilty at some later criminal proceeding.

The Adair County, KY Circuit Court grand jury, Columbia, KY, returned indictments against the following individuals on Wednesday, 8 November 2017:

KY Afield Outdoors: Promising outlook for waterfowl season

This pair of drake and hen ring-necked ducks lighted on a small lake in Franklin County a few years ago. Waterfowl season opens Thanksgiving Day, Nov. 23 for ducks, coots and mergansers as well as for geese. The outlook for the upcoming waterfowl hunting seasons is highly promising with plenty of birds already in Kentucky and habitat in great shape.

KY Afield Outdoors: Ideal Conditions for Waterfowl Seasons

Frankfort, KY - The outlook for the upcoming waterfowl hunting seasons looks as promising as any seasons in recent memory.

"It is shaping up to be a phenomenal year," said John Brunjes, migratory bird coordinator for the Kentucky Department of Fish and Wildlife Resources. "We are still at all-time highs for duck numbers with as many breeding ducks as we've ever had. It's been that way for a couple of years now."

Brunjes said biologists conducted duck population counts along the Mississippi River in Illinois last week. They produced four times the normal number of birds counted. "Usually for the second week of November in Illinois, they see about 200,000 birds," he said. "They counted 800,000 birds along the Mississippi River last week and those birds are heading our way."

Waterfowl of all stripes are migrating through Kentucky right now. "We are seeing white-fronted geese and even tundra swans in southeast Kentucky," Brunjes said. "It is very rare. We have a ton of snow geese showing up in weird places this year. The birds are moving well this year."

FULTON, KY (Thu 16 Nov 2017) – Lori Peavy has been located, unharmed. At approximately 10:30amCT, this morning, Kentucky State Police and Fulton City Police located Ms. Peavy and Mr. Williams at a motel in Fulton, Kentucky. Ms. Peavy was unharmed and Mr. Williams was arrested.

Billy Joe Williams, age 42, of Amory, Mississippi, was arrested on a Kentucky indictment charging him with Assault 2nd Degree and Tampering with a Witness. He was lodged in the Marshall County Jail.

The Adair County Fiscal Court approved a 25 cent per hour incentive for the Adair County 911 Mapping Coordinator, Kevin Jones, for hours spent working as as Mapping Coordinator. The 25 cent inventive will not apply to hours Jones spends as a Dispatcher.

After a probationary period, the incentive will be an additional 50 cents per hour. The vote to approve came on a motion by Magistrate Daryl Flatt, with a second by Harold Burton, and a voice affirmation joined by Magistrates Sammy Baker, Perry Reeder, Billy Dean Coffey, Greg Caldwell, and Terry Hadley and CJE Mike Stephens.

The Adair County Fiscal Court was filled with Merry Souls at its regular meeting, November 14, 2017. The Court approved a request to allow Christmas in Columbia Vendors to set up shop in the Historic Adair County Courthouse, 500 Public Square, Columbia, KY. The vote was unanimous on a motion by Daryl Flatt (District 2) with a second from Sammy Baker (3) and Magistrates Harold Burton (1), Perry Reeder (4), Billy Dean Coffey (5), Greg Caldwell (6), and Terry Hadley (7), and CJE Mike Stephens affirming on a voice vote.

Judge Mike Stephens gave the road department report, in the absence of Road Foreman Terry Corbin, at the regular meeting of Adair Fiscal Court, Tuesday, November 14, 2017.

He relayed information that the final round of mowing for the season was complete and that the department was getting ready for winter.

LWC International students at ACES Fri 17 Nov 2017

ACES, 870 Indian Drive, will celebrate International Day, Friday, November 17, 2017. Lindsey Wilson College international students will be conducting sessions to educate our students about their countries. Events will be occurring throughout the school starting at 8amCT and continuing until 10:15amCT. It is not a public event, but parents of ACES students should be in for a treat when students return from school on Friday.

James Ernest Snyder, Casey Co., KY (1968-2017)

He was a former welder and was employed by TG KY in Lebanon, KY, at the time of his death. He was a native of Rock Island County, IL, and a resident of Casey County, KY, at the time of his death. He was the son of the late Don Snyder & June Sehmiers Holland. His final resting place will be in the South Fork Community of his adopted Casey County, KY.

James Ernest Snyder, of Liberty, KY, the son of the late Don Snyder and June Sehmiers Holland, was born January 8, 1968 in Moline, Illinois and departed this life on Friday, November 10, 2017 in Liberty at the Casey County Hospital. He was 49 years of age.

A graveside service for James Ernest Snyder will be conducted on Thursday, November 16, 2017 at 3:30pmCT/4:30pmET, at the McClure Cemetery in the South Fork Community of Casey County with Bro. Hershel Lawhorn officiating. There will be no public visitation.

KSP looking for missing woman, for her safety

The Kentucky State Police are concerned for the safety of Ms. Lori Peavy, photo left, and requests anyone who may know her whereabouts to call immediately. She was last seen in the company of a subject with multiple active warrants who is considered dangerous and should not be approached.

Adair County Regional Jailer Joey White delivered the October 2016 Adair County Regional Jail Report, which showed a total of $140,173.70 in total billings and a total to collect of $83,558.38, after adjustments.
Adair County Regional Jail Report Details October 2016)

For the month of October, 201, the Adair County Jail total charges were $140,173. Subtract $61,833.82 for Adair County inmates for a total billed amount of $83,558.38 Add other fees already received for a total to collect of $83,558.38

Adair County Restricted Custody October 2017 report

In October 2017, Restricted Custody inmates provided a total of 3,032 hours to 9 departments, 8 in Adair County, and one in Cumberland County.

If the hours provided by the Restricted Custody inmates were $8 an hour, ACR Jailer Joey White said, "We saving the county (and Cumberland County Fiscal Court) $24,256. for the month."

The agencies utilizing inmate labor and the hours and dollar value to each are as follows:
  • Adair County Recycling - 704 hours, $5,632.00
  • Adair County Road Department - 272 hours, $2,176.00
  • Green River Animal Shelter - 416 hours - $3,328.00
  • Center on Aging - 392 hours - $2,3,136.00
  • City of Columbia Maintenance: 1) Setting up and taking down stage, 160 hours, $1,280 and 2) Regular Maintenance 384 hours - $3,072.00
  • Columbia Sanitation - 296 hours - $2,368.00
  • Adair County Pride (Litter Pickup) - 224 hours - $1,792.00
  • Adair County Board of Education, - 0 hours
  • Cumberland Fiscal Court - 184 hours - $1,472.00

TOTAL - 3,032 hours - $24,256.00

The Jail report was unanimously accepted.
