Kentucky Health Cooperative Placed in Liquidation The non-profit health insurance company had enrolled the vast majority of individuals who had been members of Kentucky Access, the state's former high-risk pool, as well as a higher proportion of consumers who had chronic, high-cost conditions. In early October, KYHC was informed that it would receive just under $10 million of an anticipated $77 million in "risk corridor payments" from The Centers for Medicare and Medicaid Services. This put the cooperative into hazardous financial status under Kentucky law, triggering mandatory action by the Department of Insurance. By Ronda Sloan Commonwealth of Kentucky Public Protection Cabinet Frankfort, KY - Citing the need to preserve remaining assets, the Kentucky Health Cooperative (KYHC) was placed in liquidation today at the request of the Kentucky Department of Insurance (DOI). The order was signed this afternoon by Franklin Circuit Judge Phillip J. Shepherd. KYHC was placed in rehabilitation on Oct. 29, and DOI began oversight of the day-to-day operations of the nonprofit health insurance company at that time. Writer comments expungement; asks about business liablitiy Ed Pipalski Personal commentary Mostly agree with Mr. Halsey's point of view and have two other points to add. I notice the expungement does not prohibit those convicted of election fraud, voter intimidation, breach of the public trust or any felony conviction while holding office or being in the employ of State, County or other municipal government, board or district from seeking or holding office or employment as a better educated felon in government employ. Taxpayers should beware of this and demand that prohibitions against holding office, positions of trust and government employ stay in place. Without expungement, many won't even get interviews Comments re article 80155 Jon Halsey Takes issues with reason for expunging records By Shelia Wade Personal Commentary Mr. Halsey I wish every employer could see through your eyes and was eager to hire skilled or qualified employees. But the fact is society has branded those that have past felonies and made mistakes early in life. They will not let them even interview. That is why expungement is up for review and needs to be clarified so those who wants to work might have a chance at interviews and available jobs. There may be programs available but they help very few. That is why so many people return to jail. They cannot make a living because they have no support system and the available programs don't help. I am in no way argumentive with your views but know people would be helped with expungement. --Shelia Wade 2016-01-15 11:51:30 | Comments | Printable version

Jon Halsey: Takes issues with reason for expunging records He says he has no problem with expunging the records of low level offenders, but fails to see how that has anything to do with their place in the workforce. Comments re article 80131 Felony expungement legislation passes House Committee By Jon Halsey Personal Commentary I don't have a problem with expunging the records of low level offenders. However, to say "Accessing qualified, skilled employees is the number one issue for job growth and economic development in Kentucky. But, because of a past mistake, many - thousands - of Kentuckians who want to work and have the necessary skills can't even get an interview," seems to fly in the face of credibility and logic. Jon Halsey: On Academy Awards nominations and Revenant hype 'Now I'm sitting here wondering about the significance of a film that seems to glorify the neamh mairbh (living corpse). The lore of the dead returning began during a period of the Middle Ages characterized by the organization of peasants into villages that owed rent and labor services to the nobles, and feudalism, were two of the ways society was organized in the High Middle Ages.' - JON HALSEY After listening to all the Hoop-lah regarding the Academy Awards nominations and the hype regarding the leading contender "The Revenant", I couldn't help but reminisce about the winners from my youth.
