NAIA announces most fall championships to be moved to spring

The NAIA Council of Presidents voted today to postpone most of the fall championships to spring 2021.

Men and women's cross country, men and women's soccer and women's volleyball championships are moved to the spring with a championship dates to be announced later this fall. The football championship will be determined by a COP vote on Friday.

Conferences and institutions were given the autonomy to play regular-season games in the fall and winter, ahead of the spring championships, based on regional regulations of COVID-19.

Governor's Tuesday update

Frankfort, KY - Gov. Andy Beshear on Tuesday updated Kentuckians on the state's continuing efforts to fight the novel coronavirus 2019 (COVID-19).

As of 4 p.m. July 28, Gov. Beshear said there were at least 28,126 coronavirus cases in Kentucky, 532 of which were newly reported Tuesday. Twenty-one of the newly reported cases were from children ages 5 and younger, including a 2-month-old girl from Madison County and a 7-month-old boy from Graves County.

"Today's update gives us hope that we may be seeing a new plateau or stabilization, although it is too early to come to that conclusion," the Governor said. "It's also the first time the positivity rate has gone down in four days. My hope is that the facial covering requirement is starting to kick in and help."

Mildred Lucille Bardin, 92, Louisville, KY (1927-2020)

Mildred Lucille Mitchum Bardin of Louisville, and formerly of Columbia, passed away on Tuesday, July 28, 2020 at Signature Health Care in Louisville, KY. She was 92 years old.

Funeral services will be held at 11amCT on Friday, July 31, 2020, at the Stotts-Phelps-McQueary Funeral Home with Bro. Elbert Hadley officiating. Burial will follow in the Stone Cemetery.

Visitation will be on Thursday from 4pmCT to 8pmCT, and will continue on Friday morning until time for the service at the funeral home.

Boil Water Advisory issued by CAUD

Date Issued: 07/28/20
Time Issued: 03:30 p.m.

A boil water advisory is in effect for consumers of Columbia Adair Utilities District on 911-3416 Milltown Church Rd, Atkins Rd., Corbin Richard Rd.

The advisory has been issued due to a main line leak. Following such an event, the potential exists for bacteriological contamination of the water supply therefore this Boil Water Advisory has been issued as a precautionary measure. Until further notice, boil all water used for drinking and cooking, bring the water to a rolling boil for three minutes before using.

The advisory will remain in effect until the situation has been corrected and test results have shown the water to be of an acceptable quality.

Radford Neal Pennington age 67 of Scottsville formerly of Metcalfe County passed away Monday, July 27, 2020 at the Medical Center in Bowling Green.

Funeral services will be held at 1pmCT on Thursday, July 30, 2020, at Butler Funeral Home, 201 East St., Edmonton, KY, with burial to follow in the Noble Cemetery. Due to the current Covid-19 Crisis the funeral service will be reserved for close family.

A walk through visitation will be held from 5pmCT until 8pmCT on Wednesday, and will continue after 9amCT on Thursday at the funeral home. Masks will be required.

General Fund and Road Fund receipts for FY2020

General Fund receipts rose 1.5 percent, 4th Quarter down 4.5 percent.
Road Fund receipts fell 4.8 percent, 4th Quarter down 23.6 percent

Frankfort, KY - - State Budget Director John Hicks reported on Tuesday that Kentucky's General Fund receipts for Fiscal Year 2020 (FY20) ended better than expected: $104.6 million more than the budget enacted in April 2020 and $575 million more than the late May 2020 revised revenue estimate. Road Fund collections were $60.3 million less than the enacted budget and $101.5 million more than the May revised estimate. The fiscal year's revenues are the result of two significantly different revenue trends during the year - solid revenue growth during first nine months of the year, followed by significant declines in the last three months of the year due to the COVID-19 pandemic.

General Fund receipts for FY20 totaled $11,566.6 million which is a 1.5 percent increase over FY19 collections. Receipts for the April-June quarter declined by 4.5 percent over last year primarily due to the impact of reducing the spread of the COVID-19 virus since March, and is the biggest quarterly decline since the Great Recession. Road Fund receipts fell 4.8 percent for the fiscal year and declined by 23.6 percent in the fourth quarter.

In response to the COVID-19 virus, Governor Beshear extended the April 15 income tax filing deadline to July 15 to provide support at that time. During July, net payments from the extended filings totaled $467 million. Half of that amount was from 2019 tax year returns which were unaffected by the pandemic; the other half was from estimated payments for the current tax year. Estimated payments for the fourth quarter declined from last year by $100 million, 22 percent lower.

The year-end General Fund surplus is $177.5 million: $105.8 million from higher resources than estimated and $71.7 million due to the actions of state agencies in limiting their spending in the last two months of the fiscal year. From the surplus, $162.5 million will be deposited to the Budget Reserve Trust Fund, the state's rainy day fund. That deposit will raise its balance to $465.7 million, which will provide helpful assistance in contending with the upcoming impacts of the recession.

KY Secretary of State reports on primary/general elections

Frankfort, KY - Secretary of State Michael Adams testified on Tuesday morning before the Interim Joint Committee on State Government, offering an assessment of what worked well in Kentucky's unique 2020 primary election, and what might be sustainable for the general election. Secretary Adams' full remarks are below:
Good morning - it's a pleasure to be back with you. I'd like to offer some perspective about our primary election, as well as our general election.

First, our primary election was a nationally recognized success. With Kentucky at the bottom in so many areas, finally we're number one in something. We had the highest turnout we've seen in many years, and most important, we kept people safe. Following June 23rd, after two weeks of in-person voting, we had no spike in COVID-19 cases, and that's a testament to the wisdom of the election plan; to the Governor, who got us the necessary PPE; and to our election workers and voters, who patiently followed the CDC guidelines.

But there's another hero here, unsung: that is you, the legislators. Had it not been for you, coming together across party lines to enact legislation that gave the Governor and me the flexibility to design a new election plan for a state of emergency, we would have had another Wisconsin on our hands.

Since the primary I've spoken to several of my Secretary of State colleagues from around the country, Democrats and Republicans, who all want to know: how did we do it? How did Kentucky pull off such a successful election during a pandemic? Certainly, the competence of our State Board of Elections and our county clerks is a big reason, but other states have competent election workers, too. What sets Kentucky apart is that the General Assembly, the State Board of Elections, the county boards of elections, the Governor, and the Secretary of State all worked together in a bipartisan way, to fashion fair and clear rules, well in advance of the election, and to consistently message the new procedures to inform and reassure voters.

ACJE Cowan says Adair County needs your Census data

No Kentucky County has reached 90% participation - I am hoping we go past 90% in the current 2020 Census! Adair County hit 68% completion of our Census Data in 2000; ten years later in 2010 we increased to 79%.

Filling out your census information is very important to our county - from schools, to grants, to road funding - we need every person counted. If you or someone you know has questions regarding the Census, please feel free to call my office at 270-384-4703. If we don't have the answer for you, we will find someone who can answer any question you have.

There are three ways to be counted:
- Online at www.my2020census.gov
- By Phone: 844-330-2020 for English, or 844-468-2020 for Spanish.
- Or by Mail: U.S. Census Bureau National Processing Center, 100 Logistics Avenue Jeffersonville, IN 47144

If your household is now showing a resonse, a Census taker will be coming to your door. Census Data is used in many ways. Some examples follow:
