Frost-Arnett to relocate within Campbellsville, add jobs

By Nicole Burton/Jack Mazurak

Frankfort, KY -. (Dec. 14, 2018) - Gov. Matt Bevin today announced Frost-Arnett Co., an accounts-receivable management company operating in Campbellsville for nearly two decades, will create 135 full-time jobs and invest $2.84 million as it relocates to a new office within the community.

Frost-Arnett will buy and renovate the facility at 685 Watertower Bypass in Campbellsville, as well as purchase and install new furniture and equipment. In addition to allowing significant employment growth, the new office will include state-of-the-art amenities, technology and telephony capabilities. The company initially opened its Campbellsville office in 1999 with 20 employees and has since grown to 185 associates.

To encourage the investment and job growth in the community, the Kentucky Economic Development Finance Authority (KEDFA) on Thursday preliminarily approved the company for tax incentives up to $1.5 million through the Kentucky Business Investment program. The performance-based incentive allows a company to keep a portion of its investment over the agreement term through corporate income tax credits and wage assessments by meeting job and investment targets.

In addition, Frost-Arnett can receive resources from the Kentucky Skills Network. Through the Kentucky Skills Network, companies can receive no-cost recruitment and job placement services, reduced-cost customized training and job training incentives.

KY Supreme Court struck down the pension law. What next?

By Daniel Desrochers, Lexington Herald-Leader

The Kentucky Supreme Court Thursday unanimously struck down the state's Republican-backed pension overhaul, which means the issue that has guided Kentucky's political conversation for the past year will remain in the spotlight.

The ruling puts Kentucky politicians back at square one as they search for solutions to address mounting costs from one of the worst-funded pension systems in the nation. So what's next? Republicans could pass the exact same bill under the proper procedures and have it become law in January, but it's not known if the bill still has enough votes to pass the General Assembly.

Small claims cases can now be eFiled

Kentucky Press News Service

Frankfort, KY - Citizens statewide who represent themselves in small claims cases may now skip trips to the courthouse to file documents and instead file them electronically. The Administrative Office of the Courts expanded the availability of eFiling for self-represented litigants in small claims cases this week from three pilot counties to statewide.

To begin eFiling for small claims, users must register as a first-time user at kcoj.kycourts.net. During registration, users will be asked to specify an account type and should select Self Represented Litigant from the drop-down menu. For assistance with eFiling and information about handling small claims, visit eCourts Help and use the tab titled Self-Represented Litigants.

EFilings are received by Offices of Circuit Court Clerk, which maintain records for Circuit Court and District Court and operate in all 120 Kentucky counties.

CJ analysis of the Kentucky pension ruling

By Deborah Yetter, Louisville Courier Journal

In a sweeping and unanimous opinion, the Kentucky Supreme Court on Thursday struck down the Kentucky General Assembly's last-minute passage of a public pension overhaul in the 2018 session.

In affirming a previous opinion by Franklin Circuit Judge Phillip Shepherd, the high court found that the legislature attempted to game the system by stripping the contents from a wastewater treatment bill and replacing them with 291 pages of text about pension reform.

The ruling doesn't address the substance of Senate Bill 151, the wastewater-turned-pension measure. Rather, it rejects the way the bill was passed as unconstitutional.

In a response to the ruling, Governor Bevin called the court's opinion "an unprecedented power grab," that would "erode the rule of law that is the foundation of our government."
