CJ analysis of the Kentucky pension ruling By Deborah Yetter, Louisville Courier Journal In a sweeping and unanimous opinion, the Kentucky Supreme Court on Thursday struck down the Kentucky General Assembly's last-minute passage of a public pension overhaul in the 2018 session. In affirming a previous opinion by Franklin Circuit Judge Phillip Shepherd, the high court found that the legislature attempted to game the system by stripping the contents from a wastewater treatment bill and replacing them with 291 pages of text about pension reform. The ruling doesn't address the substance of Senate Bill 151, the wastewater-turned-pension measure. Rather, it rejects the way the bill was passed as unconstitutional.
