Perhaps more people than we think will recognize this scene. It is found within the Commonwealth. And perhaps a few more will recognize the approximate time of day and, knowing the location, whether the time is Central or Eastern. - EW. As of September 16, 2016, still not a guess. AND guess what??? We'll have to do some study to remember just where it came from. Apologies, Mystery Picture fans.

KY Afield Outdoors: New procedures for Harvest Information

Hunters now required to help help with survey to help U.S. Fish & Wildlife better supervise migratory waterfowl harvests along flyways.
Photo with complete article

By Lee McClellan

Frankfort, KY - Hunters possess a long history of taking actions that benefit wildlife conservation. They tax themselves and buy licenses, permits and stamps that support the vitality of both game and non-game animals.

This year, changes to the program caused some consternation among outdoors enthusiasts who must answer a few questions after purchasing their Kentucky Migratory Game Bird- Waterfowl Hunting Permit.

Adair County School Board sets tax rate at 51.7 cents

Board leaves rates unchanged on motor vehicles, utilities, aircraft (exempt), and watercraft. Rate change will amount to $3 on average tax bill of $30,000.

By Ed Waggener

The Adair County School Board voted for a compromise tax rate which will slightly elevate receipts midway between a "compensating rate" or revenue neutral, and the maximum 4% tax increase Kentucky law allows.

The board voted, 3-1, in a special session held this morning, Thursday, August 27, 2015, at 8amCT, to set the rate at 51.7 cents per $100 of assessments, without exonerations (an increase which would have allowed to board to recover past year's losses because of exonerations. The prior rate was 50.5 cents.
The new rate will bring in about $80,000 more in revenue. It will mean an annual increase of approximately $3 on the average tax bill, Finance Officer Renae Smith said.

Next previous Carol Perkins column: Carol Perkins: In a small town, it's not about money
