Rickie Williams: Either a payroll or insurance tax, not both

Comments about: Council adopts recommendation to implement new tax, tax rate

New "Occupational License Tax" ordinance will leave insurance tax at present rate, but dramatically lower real estate and personal property rates.

I am unsure of your definition of something being "dramatic," but a savings to the owner of a property assessed at $80000 falling from $210 (at the current .2625 per 100 rate) to $184 (at the new proposed .23 per 100 rate) . . . a savings of $26 whole dollars . . . is not exactly what I refer to as dramatic.

In my opinion, the city needs to make a choice: Either a pay roll tax or the insurance tax, but not both.

Thanks, Rickie Williams - for calling my hand. In all fairness to Councillor Parson, she gave both figures orally in the meeting and it slipped past me. I relied on the graph in the presentation and handout - the impact of the blue bars for before and after. Again, I didn't catch that the tiny increments in the graph which made it appear to be a huge drop until one looks at the value of the numbers. An edit is called for, to delete the adverb "dramatically." - ED WAGGENER

Council adopts recommendation to implement new tax, tax rate

In last night's Columbia City Council Meeting
  • Final step taken to establish Human Rights Commission The Council unanimously approves 2nd reading of ordinance establishing a joint Columbia/Adair County Human Rights Commission, the last action by a local legislative body needed for the establishment of the commission, a body of seven citizen members, two from the city and five from the county, none of whom can be elected or appointed officials.
  • New "Occupational License Tax" ordinance will leave insurance tax at present rate, but dramatically lower real estate and personal property rates. No exact figure for what the payroll tax will generate at 1%, but $1 million per year was frequently suggested. Payroll tax will be paid by all who work in the city, but will not effect retirement, social security, or income earned by investments. Proceeds of the tax will initially be for restricted purposes: 1) Economic Development. 2) Parks and Recreation. 3) Improvements to City Streets, Sidewalks, and Drainage System. 4) Savings to rebuild the City's Rainy Day Fund. 5) General Operating Fund.
