CU encourages students to file FAFSA

By Joan C. McKinney

Campbellsville, KY - Campbellsville University has joined a social media campaign using the hashtag, #FAFSAFridays, to encourage students to file the Free Application for Federal Student Aid (FAFSA).

Robyn Sollberger, director of financial aid at Campbellsville University, said the campaign was initiated by the Kentucky Council on Postsecondary Education (CPE), GEAR UP Kentucky, the Prichard Committee for Academic Excellence, the Kentucky Higher Education Assistance Authority (KHEAA) and the Kentucky Education and Workforce Development Cabinet.

She said the percentage of FAFSAs filed in Kentucky has dropped 3.7% from last year's applications.

"Filing the FAFSA is the first step to take if students need federal or state grants or student loans, or if they'd like to work on campus," Sollberger said.

Governor's Thursday Update

By Crystal Staley/Sebastian Kitchen

Frankfort, KY - Gov. Andy Beshear on Thursday updated Kentuckians on the state's continued fight against the novel coronavirus 2019 (COVID-19).

"We're going to address all the challenges that are in front of us and we're going to come out on the other side stronger, better, more compassionate people, better prepared for the future," said Gov. Beshear. "We're going to take the lessons we have learned and we are going to make sure that we make the changes that are necessary so that the next time we face a challenge, whether it's like this or something else, that we are ready."

Gov. Beshear also signed a proclamation recognizing tomorrow, June 19, as Juneteenth National Freedom Day. He will encourage the legislature to adopt it as a state holiday in the next regular session.

Juneteenth celebrates the events of June 19, 1865, when Major General Gordon Granger led Union soldiers into Galveston, Texas, to bring news that the Civil War had ended and to read General Order #3, which stated that in accordance with President Abraham Lincoln's Emancipation Proclamation all enslaved African-American people were free and entitled to absolute equality of personal and property rights.

"During these times when again we have heard voices and we have seen the frustration of hundreds of years of ramifications of slavery, discriminations, Jim Crow, of segregation, I think it's more and more important that we remind everybody of this dark chapter in our history and that its impacts continue to linger," said Gov. Beshear. "We should celebrate the dates that at least portions of that dark chapter ended."

WKU updates Big Red Restart plan for the fall semester

By WKU President Timothy C. Caboni

During the last two weeks, our four Restart WKU Committees reviewed the terrific feedback provided by our WKU Community on our Big Red Restart plan. We appreciate your engagement and personal investment to ensure our reopening plan both protects the health and wellbeing of all those on our campuses and provides the unique WKU Experience.

After reviewing your feedback, we have clarified the questions and concerns that were prevalent throughout the forms. The committees' responses to those recurring themes are below:

Why was the academic calendar modified?
The calendar was modified to mitigate the anticipated flare-up of COVID-19 cases consistent with the yearly return of cold and flu season. Observing Fall Break, as well as Labor Day, during the Thanksgiving week and moving to remote delivery for the last two weeks of the semester allows the maximum number of in-person class meetings prior to cold and flu season, mitigates community spread as a function of personal travel and allows faculty ample time to plan for a successful student learning experience and final assessment.

How will students' tuition be affected if their class(es) move from face-to-face to online?

AG continues defense of House Bill 454

By Elizabeth Kuhn

Frankfort, KY - Attorney General Daniel Cameron today asked the U.S. Court of Appeals for the Sixth Circuit to rehear a case involving a Kentucky law that bans live-dismemberment abortions. Attorney General Cameron tendered a Petition for Rehearing asking the case to be reheard en banc by all sixteen judges of the court.

House Bill 454, known as the Human Rights of Unborn Children Act, was passed in 2018 by the General Assembly. The bill was passed with bipartisan support and was immediately challenged by the ACLU on behalf of EMW Women's Surgical Center.

"We're exhausting every possible option to ensure that this law continues to be defended and is ultimately enforced," said Attorney General Cameron.

EWDC releases May 2020 unemployment report

By Mike Clark/Patrick Harp

Frankfort, KY - Kentucky's seasonally adjusted preliminary May 2020 unemployment rate was 11 percent, according to the Kentucky Center for Statistics (KYSTATS), an agency within the Education and Workforce Development Cabinet (EWDC).

The preliminary May 2020 jobless rate was down 5.6 percentage points from April 2020 and up 6.7 percentage points from the 4.3 percent recorded for the state in May 2019. The U.S. seasonally adjusted jobless rate for May 2020 was 13.3 percent, down from 14.7 percent in April 2020, according to the U.S. Department of Labor.

Labor force statistics, including the unemployment rate, are based upon estimates from the Current Population Survey of households. The survey is designed to measure trends in the number of people working, and includes jobs in agriculture and individuals who are self-employed.

Kentucky's civilian labor force was 2,030,556 in May 2020, a decrease of 21,707 individuals from April 2020. The number of people employed in May increased by 95,362, while the number unemployed decreased by 117,069.

"The number of workers employed increased in May, pushing the state's unemployment rate down to 11 percent," said University of Kentucky's Center for Business and Economic Research (CBER) Director Mike Clark, Ph.D. "However, Kentucky's unemployed rate remains high and some workers have--at least temporarily--stopped looking for work."

Beshear: Kynect could save Kentucky $3M-$9M yearly

By Crystal Staley/Sebastian Kitchen

Gov. Beshear announced Wednesday his intention to move the commonwealth back to the successful Kynect state health care exchange.

"We have been paying more over the last four years to get less. So today, I'm announcing that I've submitted a declaration of intent letter to the Centers for Medicare & Medicaid Services to transition to a state-based exchange beginning Jan. 1, 2022," the Governor said.

In 2013, Kentucky implemented a state-based exchange, known as Kynect. About 500,000 newly eligible people were enrolled in Medicaid coverage and Qualified Health Plans, making Kynect one of the most successful exchanges in the nation.

However, Gov. Matt Bevin dismantled Kynect in 2017, forcing people to use the federal exchange. Gov. Beshear pointed out that Kentuckians are paying a roughly 3% user fee for that exchange, totaling $9.8 million in 2018, based on the most recent information from CMS.

The Governor said launching the state exchange will incur a one-time cost of $5 million for the system, with operating costs pegged at between $1 million and $2 million annually. He said that means the state system will save $2.8 million to $3.8 million the first year, and $7.8 million to $8.8 million annually thereafter.
