Glasgow, KY - A road race held earlier this year in Edmonton, KY, helped raise $4,000 for an endowed scholarship that memorializes the life of a Lindsey Wilson College student. The third-annual Caleb Capps Baseball Memorial Scholarship 5K Run was held May 9, 2015. It attracted more than 100 area residents and raised $4,000 for the scholarship.

Burkesville St. Project's lowest cost from Stotts Construction

Sometimes 'Change Orders' result in the lowest cost for projects. Apples & Apples. Draft plans, draft materials list, not final plans, final materials list used in bid process for Burkesville Street Project bidding after change order rescinded; when correct plans and materials list is used as a comparison, Stotts Construction Company's 'Change Order' work would have been the lowest by over $111,000 dollars. More importantly, had the contract not been rescinded, the work would most likely have been complete at this time. After the Downtown Project was completed late summer 2014, few would argue that there is any better work done by any contractor, anywhere, than what Stotts Construction Company of Columbia, Adair County, KY does.

When bids were advertised for the Burkesville Street project after the CAUD Board of Commissioners rescinded an earlier change order which would have given the work to Stotts Construction Company, the plans circulated and materials listed were from a draft - not the final - plans drawn by David Bowles of Monarch Engineers.

This error included the ommission of the "4-inch line" Chairman Tim Baker cited in a letter Friday evening, August 14, 2015, to ColumbiaMagazine.com. That error resulted in the omission of $111,374.50 in costs which were inclued in Stotts Construction Company's charges for the project.

Adjusting for that amount, cost for the project, from lowest to highest would have been:
  1. Stotts Construction Co., Columbia, KY - $838,250
  2. Cleary Construction Co., Tompkinsville, KY - $949,624.50
  3. United Pipeline, Tompkinsville, KY - $1,028,410.00
  4. Cumberland Pipeline, Russell Springs, KY - $1,409,066.60

Comment on status of CAUD Board Member Larry R. Bryant

The status of Columbia/Adair County Utilities Board member Larry Russell Bryant has been drawn into question because when the appointment came, in December of 2015, it was no longer the prerogative of Adair Fiscal Court, which had 90 days from the expiration of his predecessor's - Rudy Higginbotham's term - to name a replacement. After that it was up to the Public Service Commission to fill the vacancy. CJE Michael Stephens has notified the Public Service Commission and the matter is now in their hands.

A reader writes on questioned status of CAUD Board member:
"All of this chaos might have been avoided if the water district had just complied with the law and properly performed its duty. KRS 74.020 Section 4 states vacancies shall be filled be the same appointing authority which is empowered to make the original appointment. ...a vacancy resulting from the expiration of a term...shall be filled by the Public Service Commission if, within ninety (90) days following the vacancy, the vacancy has not been filled by the appropriate county judge/executive with approval of the fiscal court. "Then in the same statute in Section 9 (a) states within thirty (30) days of the occurrence of a vacancy on its board of commissioners resulting from the expiration of a term ... a water district shall notify in writing the Public Service Commission of the existence of the vacancy."
CJE Mike Stephens said that in his latest conversation with Bryant he had informed him of his status. It is his understanding, Stephens said, Bryant still intends to be at the Special Called Meeting, Tue 18 Aug 2015, at 8amCT, and that Bryant intends to vote.

Frankfort, KY - (Aug. 17, 2015) – U.S. 60 Water District will pay a $7,500 penalty to settle a case brought by the Kentucky Public Service Commission (PSC) alleging that the district failed to heed warnings about structural problems that led to the collapse of its water storage tank in Waddy one year ago.

Mr. James Ollie (PeeWee) Noe, Green County, KY (1945-2015)

He had made a profession of faith in Christ and was a member of the Greensburg Separate Baptist Church. He was also a former employee for Kentucky Manufacturing. He was a native of Green County, KY, and a resident at the time of his death. He was the son of the late William Cecil Noe and mae jerlean Poynter Noe. His wife Rosie Katheryn Buckner Noe, survives. He leaves eight direct and four step living descendants.

Mr. Robert Dolan McKinney, Green Co., KY (1930-2015)

He had made a profession of faith in Christ and was a member of the Community Baptist Church. He was a former assemblyman for General Electric, and was a member of the Greensburg Masonic Lodge #54 F&AM. He was the son of the late Aubrey McKinney and Audrey McKinney. His wife, Nadine McKinney, survives. He leaves four direct living descendants.
