Columbia City Council September meeting report

Note: Time for future meetings is permanently changed from 6pm to 5pmCT.

The Columbia City Council met in regular session on Tuesday, September 2, 2025. (Normally the Council meets on the first Monday but when it falls on a holiday, the meeting is the following day.)

The Council gave second reading to a couple of ordinances. One was for setting the regular meeting place and time for meetings. Starting with the October meeting City Council meetings will be starting at 5pmCT instead of 6pm. The second was for setting the ad valorem tax for this year. (This is the eighth year that the tax has been lowered for city residents).

Veronica writes, "I stood outside yesterday around 1 o'clock and saw the rain clouds move closer. I had hung a load of towels on the clothes line hoping to dry before the rains came. I could see tbe clouds pictured here... there was a strong breeze that carried a cooler air with that smell of rain evaporating... I was a little sad because I could tell the clouds I was seeing were going to stay a bit north of me. They were downpouring in Gadberry and I hoped other clouds would come my way. Half an hour later, other clouds came in from the west and gave rain."

Frances Perkins, 89, Campbellsville, KY

Frances Jewell Larimore Perkins, age 89 of Campbellsville, Kentucky, peacefully went home to be with her Lord and Savior on Thursday, August 28, 2025. She was born on Saturday, June 27, 1936 to the late Mr. Alonzo "Lonzie" Larimore and Mrs. Bell Page Larimore. She was 89 years, 2 months, and 1 day of age.

She had made a profession of faith in Christ and was a member of Greensburg Baptist Church. Being a talented musician, she had enjoyed singing and playing the piano at various churches in Green and Taylor County for many years. Frances continued to play for her friends and other residents while she lived at Bluegrass Way in Campbellsville.

Cyber Security Lunch and Learn at MC Library

Cyber Security is one of the main threats in society today, and that threat can pop up anywhere at any time. South Central Rural Telecommunications Cooperative, Inc. (SCRTC) is partnering with the Metcalfe County Public library to address this potential threat that can strike anyone.

"There are some simple yet very effective measures that can be put into place to help protect against cyber security attacks," Said SCRTC System Administrator Matt Burnett. He will lead the class on Monday, September 22, 2025 at the MCPL. This Cyber Security class will be held 11:30am to 12:30pmCT and will include lunch.

Eleanor Mae Sullivan, 73, Russell County, KY

Eleanor Mae Sullivan, of Russell Springs, passed from this life on Monday, September 1, 2025, at her home. She was 73 years of age.

Born on December 8, 1951, in Russell County, she was a daughter of the late Earl and Maggie Harris Rexroat. Eleanor retired from Russell County Hospital as a Pharmacy Technician after 30 years of dedicated service. She was a longtime member of Beckham Ridge Separate Baptist Church.

Letter: Thankful for water from faucet

Marie Freeman writes:

I remember when the county had no county water, or very few lines. Struggled for years to keep water to my house. Spent thousands of dollars on a well that went dry. Unlike northern Indiana where I originally came from 30 years ago you can go 20 feet down and have water. Compared to 200 ft down here for a well.

Considering how many miles and miles of lines, I think our county water system is pretty effective. I appreciate having water to my house, remembering a dry house and trucking water in. It was no fun. When I purchased my home, there was a spring they put in the new highway. They blasted through the hills, it changed my spring. I had totally re-develop my spring that cost me thousands. Still went dry during drought. At least too dry for a 4-person home. I had to drill a well that went dry, cost me thousands.

I'm very appreciative of our county water system. I'm thankful every day for the water that comes out of my faucet.

Ruth Ann Smith, 78, Columbia, KY (1946-2025)

Ruth Ann (Hughes) Smith of Columbia died on Monday, September 1, 2025 at her home. She was 78 years old.

The funeral service will be held at 1pmCT on Sunday, September 7, 2025, at Grissom-Martin Funeral Home, 200 Campbellsville Street, Columbia, KY, with Rev. Kenny Carter, Sr. delivering the Eulogy.

Visitation is requested after 10amCT on Sunday.

Commentary: Hospital District taxes do benefit Adair Co.

Ann, you've asked a great question. The financial answer is really quite long and complicated, but it all boils down to a case of bad management.

Unfortunately, despite investigations by both the state and federal governments, with a few minor individual exceptions, no general illegal activity was determined to have occurred. There's really no legal means for recouping money from the folks responsible for that mismanagement.

With respect to the tax that the Hospital District has been collecting for the past 10 years, it may seem that the taxpayers of Adair County are getting "nothing" for their money, but that is definitely not the case.

We still have a hospital with a professionally staffed ER, a radiology department, a lab, a physical therapy department, a medical/surgical unit, and an updated and well-maintained facility. Our taxes made it possible for a quality organization like TJ Health to take over operation of the hospital since they did not have to assume the huge debt incurred by the previous management team.

TJ has been an outstanding partner with this community, and I hope and pray they will be able to continue to provide their excellent service.

LWU School of Professional Counseling celebrates graduates

Before the 2025 fall semester officially got underway, members of the Lindsey Wilson University School of Professional Counseling celebrated nearly 100 students who had achieved a major academic milestone in the summer.

A total of 97 students -- 21 undergraduate students and 76 graduate students -- were honored in two ceremonies held Aug. 19 online.

The stories the newly minted graduates shared were as diverse as their backgrounds, but they all had one thing in common -- the successful pursuit of a Lindsey Wilson degree. The 97 graduates will receive their Lindsey Wilson diplomas Dec. 13 at the first Lindsey Wilson University commencement ceremony.

Community and Veterans Care Expo events in Sept

Frankfort, KY - The Kentucky Department of Veterans Affairs (KDVA) and the Department of Community Based Services (DCBS) are holding four events in the month of September on Caregiver and Elder Care Resources:
  • September 11, 2025: Oak Grove Racing, Gaming & Hotel, 777 Winners Way, Oak Grove

  • September 17, 2025: Embassy Suites Cincinnati River Center, 10 E. Rivercenter Blvd, Covington

  • September 24, 2025: The Center for Rural Development, 2292 S. Hwy 27, Ste 300, Somerset

Joshua Phipps Candlelight Memorial Event is Sept 13

Russell County will honor Deputy Joshua Phipps at 6:30pmCT on Saturday, September 13, 2025, in Jamestown. The memorial will begin at the City Park and end at the Jamestown Courthouse.

On September 16, 2024, Deputy Phipps was aiding state troopers in a foot search for an armed and dangerous suspect with several outstanding warrants in Adair and Russell county. Deputy Phipps was ambushed and killed by the suspect.

Deputy Joshua Phipps is the son of Donnie and Pam Phipps of Columbia. Deputy Phipps grew up in Columbia. He graduated from Adair High School, attended LWC, Texas A&M, and graduated from WKU. He also had a Master's degree from UK. He served two years in the Louisville Police Department and served 3 years as a Russell County Sheriff Deputy. His family lives in Columbia and Deputy Phipps owned a house in Columbia on West Guardian Street.

Boil Water Advisory lifted

From Columbia/Adair Utilities District
September 3, 2025

As of 9:24 am on September 3, 2025 the Boil Water Advisory for customers on Eastridge Cemetery Road, Union Church Road, A.F. White Road, J. Knifley Road, Wilson Creek Rd, Chance Road, Carroll Road, Little Lane, and all other side roads in between has been lifted by the Division of Water. This means your water is safe for human consumption. You no longer have to boil your water.

Letter: Hospital tax

Ann Pearson writes:
I never understood why the taxpayers got stuck paying this money back in the first place. Was the property of those who took the money seized and sold to pay it back? How does one steal from the tax payers then the tax payers have to pay it back? I'm glad this is coming to an end and also believe any money over what is needed to pay the debt should be returned to us.

Host families help international students go beyond the campus

After Charles and Jeanne Marshburn's children grew up and moved away, their home felt a little empty. So, for more than a decade, the Adair County couple have filled their home by opening it to Lindsey Wilson University's international students.

The Marshburns are among nearly two dozen area families who are serving as host families this school year to Lindsey Wilson's international students. This school year, Lindsey Wilson has more than 125 international students enrolled from more than 40 countries.

While not all of the international students choose to take advantage of the host family program, the ones who do soon discover that it is a good way to not only feel more comfortable studying in a foreign land but a great way to learn more about America.

International Student Programs Coordinator Robert King said that Lindsey Wilson international students who are placed with host families often discover a host of benefits. The international students continue to live in Lindsey Wilson housing, but the host families agree to meet with them a couple times a semester, and they often invite the students to celebrate holidays and other special days in their homes.

Letter: Boil Water Advisories

Why is there constantly boil water advisories? Why is there always a water main break? Am I missing something or is there incompetence, laziness, neglect or kicking the can down the road on replacing old pipes? I feel there are viable questions the public should be asking. I just think that water advisories are occurring all too often, as they seem to happen on a near weekly basis.

LWU Student Government leaders look forward to making history

Zachariah Lawson '26 is excited about making history this year at Lindsey Wilson University, but he says he is even more excited about serving the university's growing student body.

Lawson is president of the Lindsey Wilson Student Government Association, the second year in a row students have elected him to the position. That also makes him the first SGA president in the first year of Lindsey Wilson University.

Lawson, who is an English major from Williamsburg, Kentucky, said he's less interested about that historical fact and more interested in making history by leaving his mark on the university after he graduates in May.

"It's super exciting to know that the student body trusts me to do this, not only a first time but a second time," said Lawson, who also serves as the student representative on the Lindsey Wilson Board of Trustees. "This year is even more special with it being the first year of Lindsey Wilson University. It's an honor to be the first student body president of Lindsey Wilson University, and I want to make sure that we leave behind a legacy where we served students."

Join us for the most recent information impacting retired teachers. Retired teachers are encouraged to support our scholarship fund with a donation for our Downtown Days baskets (Christmas or Thanksgiving theme).

If you are a newly retired teacher, please join us for recognition. Dues for the upcoming 2025/2026 year will be accepted. Donations for food pantry, school supplies, as well as monetary gifts will be collected. Hope to see all retired teachers there!
