Public health restrictions will change on Monday, Dec. 14 By Crystal Staley/Sebastian Kitchen Frankfort, KY - Today, Gov. Andy Beshear announced that public health restrictions will change Monday, Dec. 14, but said the state's virus fight depends on all Kentuckians continuing to do the right things, in particular, wearing masks, social distancing and keeping gatherings small. He reported the state's highest-ever number of new COVID-19 cases; however, the state's positivity rate declined for the seventh straight day. "When we talk about COVID being a fast moving train, it doesn't just immediately turn; you have to slow it down, stop it and turn it around. We still believe that's what we're seeing," said Gov. Beshear. "We may also be seeing some of the impact from Thanksgiving in these numbers, that we could be moving in the right way, but still, Thanksgiving has a major impact. I can tell you that if we are seeing Thanksgiving's impact, it's a lot less than what we are seeing in some other states." Plan Safe Rides this Holiday Season 'Drive Sober or Get Pulled Over' continues through New Year's Day By Erin G. Eggen Frankfort, KY - The Kentucky Transportation Cabinet's (KYTC) Office of Highway Safety is joining the National Highway Traffic Safety Administration (NHTSA) and law enforcement nationwide in the "Drive Sober or Get Pulled Over" campaign Dec. 16, 2020 through Jan. 1, 2021. "It's been a tough year for all Kentuckians and I want us to have a great Christmas and New Year's holiday," said Gov. Beshear. "But to keep each other safe, I've got to ask you two things. First, please celebrate safely - avoid travel, significantly limit gatherings and use precautions to prevent the spread of COVID-19 while with anyone from outside of your household. Second, please get home safely. Drive sober or plan a safe ride home with someone else to protect yourself and everyone on the road." According to NHTSA, impaired driving-related crashes tend to increase during the holidays. Those made on our phones! They capture the best and worst of us when we least expect or even know it. Big Brother (the novel, 1984) is keeping tabs on us. The protection we once had of having a say whether to be exposed publicly has vanished. If you are standing under a tree and lightning strikes, someone is likely filming it. If you are walking your dog and the dog chases a stranger, someone has the evidence. The lesson here is, as Santa says, "BE GOOD." As our parents warned us, "You don't know who is watching." The most recent of such videos recently appeared on The World News, Fox News, and other TV stations. You might have seen it. A little boy visited a mall Santa and asked for a Nerf gun. The child was not in Santa's lap, but six feet away with his mother standing nearby. KY General Fund and Road Fund Receipts for November 2020 General Fund receipts fell 3.8 percent, Year-to-Date up 3.1 percent Road Fund receipts rose 3.3 percent, Year-to Date up 1.7 percent By John Hicks/Greg Harkenrider Frankfort, KY - State Budget Director John Hicks reported today that General Fund receipts fell 3.8 percent in November compared to last year. Total revenues for the month were $1,006.5 million compared to $1,046.1 million during November 2019, a decrease of $39.6 million, primarily due to a $34.8 million decline in property tax receipts. Receipts have now risen 3.1 percent for the first five months of the fiscal year, and must increase 0.3 percent over the final seven months of FY21 to meet the recently adopted official revenue estimate of $11,729.0 million. Hicks noted that the drop in property taxes this month was primarily due to timing issues with the real property account. Norris awarded Library Science Tuition Scholarship By Kim Saylor Brannock Frankfort, KY - In partnership with the Kentucky State Board for the Certification of Librarians, the Kentucky Department for Libraries and Archives (KDLA) within the Kentucky Education and Workforce Development Cabinet has awarded the Library Science Tuition Scholarship to 10 public library professionals for the spring 2021 semester, including Ashley Norris of the Cumberland County Public Library. The Library Science Tuition Scholarship awards $500 per semester for students enrolled in a four-year program and $250 per semester for students enrolled in a two-year college. Scholarship funds are awarded for the spring and fall semesters, and may be used for undergraduate or graduate courses. Fossil spider named after Adair Woman By Matthew Downen Some of my research was recently published in the online scientific journal Palaeontologia Electronica on fossil spiders from an ancient lake deposit in Montana known as the Kishenehn Formation. I named a new species of spider and called it Greenwaltarachne pamelae after my mother, Adair County resident Pam Shearer! This fossil is housed in the Smithsonian National Museum of Natural History in Washington, D.C. Having a new species named after you is a pretty good Christmas present, yeah? LWC: Virtual ceremony on Dec. 12 for Winter Commencement By Venus Popplewell Lindsey Wilson College will not hold its traditional winter commencement ceremony due to concerns about large gatherings and travel related to COVID-19. Instead, the College is making plans for a virtual ceremony to be made available at 10amCT on Saturday, December 12, 2020, on the college's Youtube channel. The ceremony is scheduled to last about 40 minutes, and will include all degree levels. The pre-recorded video can be accessed at this link: www.lindsey.edu/commencement. Students registered for commencement ceremonies between May 2020 and December 2020 have been invited to participate in the virtual event. Our estimated hospitalized cases are our highest to date.
