Letter: Most prestigious picture

George Rice writes:
A very most prestigious picture. That picture deserves to be enlarged, framed and hung on the wall. I loved it. It is a story just to look at.

COVID-19 Update: Masks are a requirement

FRANKFORT, Ky. (July 12, 2020) - Gov. Andy Beshear on Sunday updated Kentuckians on the state's continued efforts to fight the novel coronavirus 2019 (COVID-19).

"Folks, this is serious. So what we need everybody to do is wear that mask. It's a requirement, just like wearing your seatbelt. At every store, it's no shirt, no shoes, no mask, no service," said Gov. Beshear. "This is just where we are in our battle as Americans and as Kentuckians against COVID-19."

Case Information - As of 4 p.m. July 12, Gov. Beshear said there were at least 19,389 coronavirus cases in Kentucky, 277 of which were newly reported Sunday. Comparing cases reported from June 29 to July 5 with cases reported from July 6 to July 12, there is a 48.7% increase in positive cases.

"Given the elevated rate of positive COVID-19 cases that continues to increase, the need to curb spread of infection and keep others safe must be taken seriously," said Dr. Steven Stack, commissioner of the Kentucky Department for Public Health. "It is important for everyone to realize we all have a role in containing this disease so hospital capacity remains at a manageable level. Kentuckians must stay committed to this very important effort."

Letter: What the mask mandate is, and isn't

Amy Pike writes:
The mask mandate by the governor is an executive order and not a law. Therefore, it is not the police department's responsibility to enforce the mandate, that would defer to the Health Department.

The police department's role is to enforce Kentucky Revised Statutes (KRS). Business owners can choose whether to enforce it or not but there are several exemptions as outlined in the Governor's official order. You can view that at this link - https://governor.ky.gov/attachments/20200709_Executive-Order_State-of-Emergency.pdf

Another note, 911 is a vital service to the community.

Bears Around Adair: Are There Any?

"Those of common minds should, perhaps, not follow the Bear Board inquiry, as there may be ideas considered of such weight and magnitude that they could split the heads of ordinary persons as though they were ripe watermelons."

By Ed Waggener, 1996

From issue 9, when Columbia Magazine was a little print magazine.

The official Columbia Adair County Blue Ribbon Bear Board is founded to get to bottom of bear business.

Are there bears in Adair County? Where? What kind are they? Could they be descendants of Haskin's Hobart Coomer Bear? Are they a friendly sort of bear? If not, what precautions should be taken with children, pets, small livestock, and tourists? Should bears come under planning & zoning?

These and other questions have challenged Adair Countians with perplexing regularity now and for the recent past few years.

Stories abound of bear sightings, most from folks who know someone who saw a bear in Adair County or who know someone who knows someone who saw a bear.

In as much as the very future of the county could be at stake, Columbia magazine, which goes where no man has gone before, has induced a group of men to get to the bottom of the issue. To be known as the Columbia! Blue Ribbon Bear Board, these undaunted panelists are working without pay, They labor only for the promise of a place in history and widespread personal fame. There will be no meetings.

COVID-19 Q&A: Masks make infection risk less

From weekly Health Department Question and Answer public meeting. This point was explained by Stuart Spillman, Environmental Health Director, LCDHD.

Question: I was in a church service with attempted social distancing but no one was wearing a mask. Someone in the church tested positive and I was told to self isolate along with most of the congregation. If everyone in the church had been wearing a mask would we have had to self isolate? I feel like that would make the difference to a lot of church members if they understood that.

Answer: Yes you would still have to be quarantined; however, the risk of being infected would be a lot less. We are unable to quantify that risk, hence as a precaution quarantine is necessary.

Wearing a mask and distancing helps prevent the spread of the virus and ultimately helps prevent an outbreak. You may still be considered a contact due to exposure time in a confined space, but have reduced your risk of contracting Covid.

Recycling is big business in Wayne County

From unsorted recyclables to a belt line, to aluminum cans, to shredded bales of paper, cardboard, plastic bottles and milk jugs... recycling a big business.

By Mary Ellis for the Wayne County Outlook in June 2019

Smoke damage from one end to the other of the Recycling Center caused by a vehicle fire near the back of the structure accounted for the business moving to a temporary location and operate, but it's now back open just off North Main in Monticello.

Solid Waste Coordinator Tim Bell described the smoke damage as unbelievable. Work crews tore out the walls, down to the bare metal and built the inside of the structure back - from the ground up including new wiring and insulation. The makeover created "all new looks" and it's like you're walking into a brand new facility.
