Larry Smith sent this photo and writes, "I noticed again what I believe to be an illegal dump on Hwy East 80 outside of Columbia yesterday when I went to work at the WAVE. I've seen rats coming from under the bags and now believe this has gone from unsightly to a potential health hazard. I am calling on the local health department to join in getting it removed." - LJS
