Gradyville, KY: How did this happen in just 14 years???

Anyone have a suggestion this situation? It was a sad moment to see what's happened to the the sign erected in July, 2003, honoring a legendary Adair Countian, a native of Gradyville, KY, who was born just a short distance over the tree line hiding the LBN Parkway.
