Session recording clerk Gale Cowan found the 4 minute special session of the Adair Co unty Fiscal Court a reason to smile, too. Cowan is exploring a run for the Republican nominaton for CJE in 2018. CJE Mike Stephens is withholding plans on whether he will run for re-election in 2018. Stephens ran as a Democratic in 2014. - Ew
