What is it: Strange object which perplexed experts at Breeding

Todd Stotts, Junior Stotts brother, came in to possession of this small, open faced iron dome and wonders what in the world it is. Those are spikes or nails affixed to the base, which is very heavy. The device is about four inches tall, to give on a perspective. To give you an idea of just how hard it's been to get an idea of what it is, it stumped to usual panel of experts at the Hwy 55 Country Mart in Breeding, whose regulars include people from everywhere: Columbia, Edmonton, AND Burkesville. If anyone knows, even professional pickers, Todd & Junior would be much obliged.
