Walking Columbia - Misuse of Downtown store's dumpster

Walking Downtown Columbia - a bit of a rant. One can't help but wish that the misuse of our neighborhood store's dumpster could be stopped. The rust on the side is from a fire, likely started by a careless smoker or a vandal. It isn't unusual to see cars drive up and unload household trash in the bin - sometimes even leaving furniture - I think I've seen a sofa there, maybe not. There's rarely a time those who misuse the dumpster fail to litter around the area. Glass is seen nearly any time - a walking hazard as well as one for bicycle, scooter, and other vehicle times.. Wind patterns blow the debris into nearby property which is otherwise some of the most meticulously maintained in the city. Can anything be done? What should be done? - EW
