'Change Order' Park in the works: Progress photo 15 May 2015

What will almost assuredly be a crown jewel creekside Water Park and an ideal new launch site for the in progress Trailtown USA Paddle Trail initiative, is already well underway, thanks to a succession of Change Orders by the Columbia/Adair County Utilities District at the site of the old Columbia Water Plant. The scene above is of just a part of the area being cleared by Pyles Excavating. The work is coming about as a succession of three change orders have been approved by the CAUD Board, the latest at the Board's Thursday, May 14, 2015 regular session, using approximately $90,000 left over from the construction of the Adair County Water District (now CAUD) water treatment plant on Griffin Springs Road in Taylor County. The money had to be spent by August, 2015 or be sent back to the lending agencies. At the Thursday meeting, Judge Mike Stephens said that he believes the money can be used by Ellen Zornes' Paddle Trail committee to obtain matching funds. Ironically, when "Change Orders" were not a bad word and then suddenly became anathema to the CAUD trustees, an additional $16,000 would have been available for park work when, five months earlier, the demolition through a Change Order had been $16,000 less and that $16,000 could have been used in additional enhancements. In approximately five months, CAUD's vacillation cost that much in real (Adair County) dollars, not Federal money. The vote for the latest Change Orders was unanimous, with Chairman Tim Baker, and members Barry Stotts, David Jones, Larry Russell Bryant, and Mike Newton (who wasn't on board in the Change Order Vacillation Period occurred) voting for the latest change orders on Thursday, May 14, 2015. - EW
