Adair County Judge Executive Mike Stephens brought word of progress on the Heartland Parkway project, saying that conditions are favorable for a Design Build expedited project which might be started as early as this year. He was accompanied by his Deputy CJE, Holly Grimsley, who asked the EDA to front a $10,000 engineering fee to accelerate engineering work for a Build-Ready Site in Green River Commerce Park. The idea got a warm reception. EDA Chair Dan Antle altered the sequence of events, however, asking that consultation with EDA in Frankfort precede the loan. Antle said a special meeting could be called to make the advance after that. The front money would be repaid from an anticipated Appalachian Regional Commission grant expected through work with the Lake Cumberland Area Development District.
