Columbia City Council, August 5, 2013 regular session

City Attorney Marshall Loy was out of town and could not attend. Biggest news came from Dr. Ronald P. Rogers, who announced the possibility of joint funding for much needed sidewalks from Lindsey Wilson to the Jamestown Street and Russell Road areas. Lindsey Wilson would fund half the cost, he said. The issue of improvements in pedestrian safety have been a passion for Dr. Rogers and Linda Waggener. Dr. Rogers' counterpoint, Robert Flowers reminded the council of its most pressing issue, the need to address the imbalance in the city budget, but did not indicate whether the need is revenue enhancement in the form of a payroll tax or doing the cost cutting measures the school board and hospital district has implemented. Flowers also commended the city police for intensely patrolling the city, driving 12,000 miles last month. A property maintenance board was named; Mayor Harris acknowledged the need for the City Code Enforcement to be more in the form of City Code Assistance. And the council approved a change in City Zoning on Fairground Creek bordering Russell Creek, owned by Nelson McQuaide, changing 15 acres from R-3 residential to C-2 commercial.
