The Adair County Judicial Center makes a dramatic impact on the night, with the lighted flags on display throughout the night. Joe Hare researched the protocol, and notes that, so long as the flag is properly illuminated, it can be flown at night as well as during the day. The night scene obscures one of the banes of the many photographers who walk the streets of Columbia looking for a seldom captured moment like this one: the maze of utility lines in Downtown Columbia, KY.
