Judge Mike Stephens, points finger at Matt Baker

2015-04-15 - Adair Annex, 424 Public Square, Columbia, KY - Photo bu Ed Waggener.
After the serious matters were concluded at Adair Fiscal County, Tuesday evening, April 14, 2015, Judge Stephens joined in a bit of humor pointing a finger at Columbia Controls CEO Matt Baker. Baker has built Columbia Controls into one of Kentucky's leading electronic security firms specializing in jail electronics systems. He's been one of the leading proponents of revitalizing the Square, and provided a strategic turing point in the fortunes of the Historic Adair County Courthouse, when leased space at a rate which pays nearly a third of the buildings annual maintenance budget, choosing Columbia over several other communities bidding to recruit the promising firm. - Ed Waggener

BAVFD Chief Terry Harvey adocates for fire dues on tax bills

2015-04-15 - Adair Annex, 424 Public Square, Columbia, KY - Photo by Ed Waggener.
Breeding Area Volunteer Fire Department Chief Terry Harvey advocated for the inclusion of fire department's annual dues on Adair County Tax Bills. Chief Harvey fielded questions from the court, including whether or not the Adair County Fire Department in Columbia will or could be included in the billing. CJE Mike Stephens said it was his opinion that they could be, but the fire department would need to request inclusion. Magistrate Daryl Flatt, who urged more study on the proposal, wondered out loud if, once the dues are included, by ordinance, what would stop the departments from raising fees when they pleased. CJE Stephens noted that that might be possible, but gave the opinion that the Fiscal Court could rescind the ordinance at any time. Chief Harvey's department is one of the best equipped in the state, but he emphasized that his department has attendant maintenance responsibilities, and the added revenue the department would receive by putting the dues on the tax bill would help to maintain the Fire Station and apparatus, and help the department better equip individual firefighters.

Knifley Fire Chief C.R. Drakes asks for fees to go on tax bills

2015-04-15 - Adair Annex, 424 Public Square, Columbia, KY - Photo by Ed Waggener.
Knifley Area Fire Department Chief C.R. Drake read from prepared notes as the lead-off presenter requesting that Fire Dues be included on tax bills, and cited statutes which permit them to be included. Fiscal Court approved asking County Attorney Jennifer Hutchison Corbin to draft a county ordinance for a 1st Reading, possibly as soon as the regular May 12, 2015 session of Fiscal Court. Breeding Area Fire Department is also requesting the change, which will mean that payment of fire dues will not be a option, but an obligation. Mr. Drake stressed that the dues are "fees," and not a "tax," even though bill would be included on the tax statement.
