Paul McEachern: Pre-emptive strike against new taxes

2015-07-15 - Adair Annex Basement, 424 Public Square, Columbia, KY - Photo by Linda Waggener, CM photo.
Activist Paul McEachern, foreground, was one of three given three minutes by CJE Mike Stephens to address the court in the "Public Comments" segment of the Tues 14 Jul 2015 regular session of Adair Fiscal Court. McEachern, along with Philip Nafziger, and Tom Frazier announced their oppostion to any insurance franchise fee which might - "certain" Mr. Frazier said - be enacted by the court. Both Judge Stephens and Second District Magistrate Sammy Baker had commented, in an earlier meeting, that Adair County would have to find new revenue streams or face reductions in services. Judge Stephens said that the fee would be paid by the insurance companies, who, in turn have the option to pass it on to policyholders. McEachern, Nafziger, and Frazier argued that the insurance levy would end up being paid for by county residents. When asked what services they might cut, they suggested the Green River Animal Shelter, saying it wasn't the taxpayers responsibility to save kittens. Tom Frazier told the court that the group would be gathering signatures around the county in opposition to any new tax and that he would be back before the court in the future. A similar insurance ordinance as proposed by CJE Stephens is paid by residents of Columbia. The camera man is Ramie Hutchison; seen in the backgroundground are Adair County Treasurer Barry Corbin and Adair County Sheriff Harrison Moss.- EW

Magistrate Daryl Flatt on camera, AC Fiscal Court 14 Jul 2015

2015-07-15 - Adair Annex Basement, 424 Public Square, Columbia, KY - Photo by Linda Waggener, CM photo.
Adair County Judge Executive Mike Stephens, standing, listened as Magistrate Daryl Flatt (District 2), third from left, spoke and was being filmed by Duo-County Telecom's Ramie Hutchison, far right. During the session, Magistrate Flatt advocated leaving the court's committee membership as in the past. CJE Stephens had presented the option of rotating committees, but the idea was nixed by court members. Mr. Flatt said that rotations shorter than two years would mean a court member would be gaining the experience needed to make meaningful decisions about their designated committee oversight. CJE Stephens was suggesting that each Court Member have a broader scope. In the end, the court voted with Magistrate Flatt. The item came up early in the meeting, before Sixth District Magistrate Greg Caldwell arrived. From left, above, are Magistrates Perry Reeder (4), Sammy Baker (3), (Flatt), Harold Burton (1), Deputy CJE Holly Grimsley, (CJE Stephens), Court Recorder Gale Cowan; County Attorney Jennifer Hutchison-Corbin, Magistrates Billy Dean Coffey (5), Terry Hadley (7), and (Ramie Hutchison). The video will be on Columbia's cable channel 2 at 5pmCT, Wednesday, 15 Jul 2015. - EW

Favorite Picture, Recent Past: Miss Vicky, growing up in Greater Bliss

2015-07-15 - Browning Farm, SW corner, Burkesville & Edmonton Roads, Columbia, KY - Photo Browning Family Photo.
Miss Vicky Browning in the backyard by the water barrel. She writes, "I remember mother used to use the soft water out of the rain barrel to wash my curly locks and rinse it with a cap full of vinegar. I appear to be giving the cat it in the background his or her marching orders. My Cousin, Cindy, posted it on her social media page earlier this week. I must have been about 5 years old, I guess. I was a little bossy even back then," and adds, "I hope this give you a good laugh in the hot humid weather." The little girl, Miss Vicky, is now all grown up and is the CEO of the showplace farm, and a major force in the local Democratic party. She was the driving force behind securing lighting for the KY 61/Louie B Nunn interchange, shortly to be a reality, she and neighbor Junior Stotts recently announced. -EW (Disclosure: The writer is allied of the Vicky Pike Chuck Wolfe fan club and of the Miss Vicky faction Adair Co. Democrat Party)

Adair CJE Stephens with Sheriff Moss and Casey CJE Randy Dial

2015-07-15 - Adair Annex, 424 Public Square, Columbia, KY - Photo by Linda Waggener, CM photo.
Adair County Judge Michael Stephens, left, and Adair County Sheriff Harrison Moss, posed for a picture Casey County Judge Executive Randy Dial. Judge Dial was a guest of Judge Stephens, as the Adair County Court accepted an Adair County Road, Eunice Spur Road off Dunnville Road, which had maintained by Casey County for a period of perhaps 50 years, into the Adair road system. Today's officials are unsure how the road got into the Casey County System, but Judge Stephens told last night's Fiscal Court gathering he apprecieated it and was sure Adair County had reciprocated in some way. Judge Dial is a native of Adair County, KY, who lived in Adair County a brief time before his family moved to Casey County, where he grew up. (Trivia note: three county judges in three counties in a row, are all Adair County natives - Adair CJE Stephens, from Garlan, CJE Randy Dial, from Pelham Branch/Hutchison,; and Boyle CJE Harold McKinney, from Garlan/Vester. Judge Dial said that Casey County, however, has at least four County School Districts who are Casey County natives, including Supt. Alan Reed of Adair County.) - EW. Photo
