Because of needle sharing about drug users, Kentucky has more vulnerable counties than any other state in the nation. Russell County is No. 54 in the nation. Taylor County is No. 76. Adair is No. 93. Cumberland is No. 101. Green No. 132. Casey is No. 153. The problem has been increasing to an unsustainable rate. Needle Exchange programs in countries and states which have them have dramatically reduced the spread of disease, Dr. Rick Miles in his comments to the Adair County Fiscal Court on May 9, 2017.
