But misuse of this trash bin, most often, it would seem, from non-residents who use it because mandatory trash pick-up is not mandatory outside Columbia. Litter seen on the pavement tends to be blown north, toward office buildings, the municipal parking lot, down E Fortune Street, and, in many cases, all the way to Jamestown.
