Adair Co. Grand Jury returns indictments 13 Jun 2017

Indictments against 14 persons from Columbia, Jamestown, Somerset and Knifley, KY, and Watertown, TN. Charges include murder, burglary, trafficking, possession, receiving stolen property, speeding, assault, DUI, and flagrant nonsupport.

NOTE: Indictments are considered formal charges. An indictment is not a finding of guilt. An individual charged by indictment is presumed innocent unless and until proven guilty at some later criminal proceeding.

The Adair County, KY Circuit Court grand jury, Columbia, KY, returned indictments against the following individuals on Tuesday 13 June 2017:

  • Kenneth J. Whittle (11/20/1985), Taylor Ford Rd., Columbia, KY Indictment No. 17-CR-00073. Charged with 1 count. Count 1 - Tampering with a prisoner monitoring device. No bond, arraignment June 27, 2017, at 1pmCT.

  • Ashley Dawn Grant (06/06/1984), Loy Cemetery Rd., Columbia, KY Indictment No. 17-CR-00074. Charged with 1 count. Count 1 - Flagrant nonsupport. Bail set at $2,000 cash, arraignment June 27, 2017, at 1pmCT.

  • Paul David Dabney (12/11/1967), Linwood Rd., Watertown, TN Indictment No. 17-CR-00075. Charged with 1 count. Count 1 - Possession of a controlled substance, 1st degree, 3rd or subsequent offense (methamphetamine). Bail set at $1,000 cash, arraignment June 27, 2017, at 1pmCT.

  • Nelson Wayne Burton (10/09/1989), Oak Grove Rd., Columbia, KY Indictment No. 17-CR-00076. Charged with 3 counts. Count 1 - Trafficking in a controlled substance, 1st degree, 1st offense (<2g methamphetamine). Count 2 - Trafficking in marijuana, <8oz, 1st offense. Count 3 - Possession of drug paraphernalia. Bail set at $5,000 ca/sec prop, arraignment June 27, 2017, at 1pmCT.

  • Dustin Kyle Stone (05/02/1987), Dean Woods Rd., Columbia, KY Indictment No. 17-CR-00077. Charged with 1 count. Count 1 - Receiving stolen property, $500 or more but less than $10,000. Bail set at $1,500 ca/sec prop, arraignment June 27, 2017, at 1pmCT.

  • Frankie Reliford (11/30/1959), Edmonton Rd., Columbia, KY Indictment No. 17-CR-00078. Charged with 4 counts. Count 1 - Possession of a firearm by a convicted felon. Count 2 - Possession of a firearm by a convicted felon. Count 3 - Trafficking in marijuana, <8oz, 1st offense, firearms enhanced. Count 4 - Possession of drug paraphernalia. Arraignment June 27, 2017, at 1pmCT.

  • Samuel Clark Edwards (06/10/1964), Creek Bend Rd., Columbia, KY Indictment No. 17-CR-00079. Charged with 4 counts. Count 1 - Murder. Count 2 - Persistent felony offender, 1st degree. Count 3 - Operating a motor vehicle while under the influence of alcohol or drugs (aggravating circumstance), 1st offense. Count 4 - Failure of owner to maintain required insurance/security - first offense. Bail set at $500,000 cash, arraignment June 27, 2017, at 1pmCT.

  • Devon M. Perkins (07/08/1993), Flat Rock Rd., Columbia, KY Indictment No. 17-CR-00080. Charged with 4 counts. Count 1 - Trafficking in controlled substance, 3rd degree, 1st offense (more than 120 dosage units - drug unspecified). Count 2 - Possession of drug paraphernalia. Count 3 - Possession of marijuana. Count 4 - Prescription controlled substance no in proper container, 1st offense. Arraignment June 27, 2017, at 1pmCT.

  • Carlos Ray Foster (12/15/1984), Grassy Springs Rd., Columbia, KY Indictment No. 17-CR-00081. Charged with 5 counts. Count 1 - Possession of a firearm by a convicted felon. Count 2 - Assault in the 3rd degree (police/probation officer). Count 3 - Resisting arrest. Count 4 - License to be in possession. Count 5 - Failure to wear seat belts. No bond, arraignment June 27, 2017, at 1pmCT.

  • Matthew Douglas Perkins (12/31/1997), Knifley Rd., Knifley, KY Indictment No. 17-CR-00082. Charged with 7 counts. Count 1 - Possession of a controlled substance, 1st degree, 1st offense (methamphetamine). Count 2 - Possession of drug paraphernalia. Possession of marijuana. Count 4 - Speeding (25mph over limit). Count 5 - No registration receipt. Count 6 - No registration plates. Count 7 - Failure to produce insurance card. Arraignment June 27, 2017, at 1pmCT.

  • Mindy Lynn Polston (07/28/1992), Fish Trap Rd., Somerset, KY Indictment No. 17-CR-00083. Charged with 2 counts. Count 1 - Possession of a controlled substance, 1st degree, 1st offense (methamphetamine). Count 2 - Possession of drug paraphernalia. Arraignment June 27, 2017, at 1pmCT.

  • Kenneth Arvine Andrus (06/17/1990), Athlete Trace, Columbia, KY Indictment No. 17-CR-00084. Charged with 9 counts. Count 1 - Fleeing or evading the police, 1st degree (motor vehicle). Count 2 - Wanton endangerment, 1st degree (police officer). Count 3 - Wanton endangerment, 1st degree. Count 4 - Wanton endangerment, 1st degree. Count 5 - Criminal mischief, 1st degree. Count 6 - Operating a motor vehicle while under the influence of alcohol or drugs (aggravating circumstance), 1st offense. Count 7 - Reckless driving. Count 8 - Operating on suspended/revoked operators license. Count 9 - Possession of open alcoholic beverage container in a motor vehicle. Bail set at $50,000 cash, arraignment June 27, 2017, at 1pmCT.

  • Brandon Leon Burton (06/29/1990), Old Johnson Rd., Columbia, KY Indictment No. 17-CR-00085. Charged with 2 counts. Count 1 - Burglary, 2nd degree. Count 2 - Persistent felony offender, 1st degree. Bail set at $5,000 cash, arraignment June 27, 2017, at 1pmCT.

  • Kassie A. Morgan (08/07/1988), Chapman Rd., Jamestown, KY Indictment No. 17-CR-00086. Charged with 2 counts. Count 1 - Complicity to commit burglary, 2nd degree. Count 2 - Persistent felony offender, 2nd degree. Bail set at $2,500 cash, arraignment June 27, 2017, at 1pmCT.
