The Columbia City Council met in Special Called Meeting Tue 13 Jun 2016, at 6pmCT, in City Hall, 116 Campbellsville Street, Columbia, KY with Mayor Curtis D. Hardwick presiding and all council members, Craig Dean, Linda Waggener, Craig Lasley, Ronald Rogers, Pam Hoots, and Mark D. Harris, present, and City Attorney Marshall Loy was present.

Fire Department gets flexibility for firefight slot expansion

After a second reading of Ordinance No. 310.11, allowing the Columbia Fire Department to set the number of firefighters from 20 to as many as 40, the motion to approve was made by Councilmember Rogers and seconded by Council Member Harris. The actual number hired will be at the discretion of the fire chief. The vote was unanimous.

Council approves final budget closing out 2016-2017 fiscal year

A second reading of Ordinance No. 220.169 was given to close out the budget year ending June 30, 2017. Motion was made by Councilmember Hoots with a second by Councilmember Dean and the vote was unanimous.

Municipal Aid Coop Resolution approved

Municipal Aid Coop program resolution 2017-01 improving roads within the city was approved with the final list of street repairs to be approved at the June 15 special called meeting. Motion was made by Councilmember Harris and Councilmember Lasley seconded. Vote was unanimous.

Council agrees settles on modest 50 cents an hour raise for employees

First reading was given to Ordinance No. 220.170 to set the annual budget for upcoming 2017-2018 fiscal year. Included in addition to the budget figures provided at the last meeting were new items: $25,000 for a Little League park fence and a requested .75 cents per hour or 4% raise for city employees by City Clerk Rhonda Loy. Mayor Hardwick said he had thought a .30 cents an hour raise would be fair since a larger raise was given last year. After discussion among council members, Motion was made by Councilmember Rogers and seconded by Councilmember Waggener for a raise of .50 cents per hour. Vote was unanimous.

A small step, but significant one, for sidewalks, now a budget line item
In council requests, Councilmember Linda Waggener moved, and Council Member Ron Rogers gave a second, that the city put $75,000 in a new sidewalks fund in a line item of its own. After discussion a voicee vote was unanimous make Sidewalks a part of the budget. The priority list provided from Mary Ann Loy's research will be the guide for where the sidewalks money goes. Mary Ann Loy has been the subject of the Council's Sidewalk Advisory Committee.

Study is coming to have ABC money can aid in equipment purchases

Councilmember Craig Dean asked City Police Chief Jason Cross to detail needs of outdated equipment, etc., in the police department and discussion centered around what can be purchased from the ABC funds. Chief Cross will provide a list for the June 15, 2017 meeting.

Council to get detailed walk-through for Trabue Russell House Maintenance
Council Member Hoots brought the list from the recent walk-through with Vonnie Kolbenschlag at the Trabue Russell House to make sure maintenance needs there are included in the new budget. She was assured that these items will continue to be done.

Special called meeting tonight

A second special called meeting tonight, Thursday, June 15, 2017, at 6pmCT in City Hall, 116 Campbellsville Street, Columbia, KY, will provide time for any possible final discussion and voting.
