Mayor Curtis Hardwick presided. All councillors - Craig Dean, Linda Waggener, Craig Lasley, Ronald Rogers, Pam Hoots, and Mark D. Harris present along with City Attorney Marshall Loy, City Clerk Rhonda Loy, City Police Chief Jason Cross with Sgt. Junior Murphy, City Gas Superintendent Ron Cook and Linda Cook, Congressman James Comer's Field Representative Tiffany Hadley Kessler, Mary Ann Loy, Media Representatives, Fair Board Representative Marc Evans, and BSA Troop #88, Columbia: Austin Fruth, Jimmy Winfrey, Schyler VanArsdale, Zack Bullock Caleb Elmore, Alex Evans, Preston Cundiff, Garren Pearson, Colton Purnell, Ian Grant.
