Columbia City Council 3 Oct 2016: meeting report


  • Council hears first reading of ordinance to annex Anderson's Pizza so the restaurant can get licensed to sell alcoholic beverages.

  • Barbara Armitage of Square Meals Cafe appeared to say thank you to the Council for supporting their Square Meals program to feed students. Reports cafe surpassed every goal they set. Cafe hit thousand meal mark in mid-June, over 2,400 for years

After the call to order of the regular meeting of the Columbia City Council, special guest Jakob Beckley was introduced by Councilmember Linda Waggener at whose invitation he came to lead the meeting in the Pledge of Allegiance. Students of all ages are welcomed by the City Council to attend and lead the pre-meeting Pledge.



He is the Freshman Class President at Lindsey Wilson College. He is from Henry County, KY where he was involved in local community activities, serving on many festival committees and his town's economic development council.

In addition to Class President, Jakob is also a Bonner Scholar, a program unique to Lindsey Wilson College which gives students a scholarship in return for over 300 hours of community service each year.

Last year the Bonner Scholars had a combined amount of over 30,000 community service hours. Jakob volunteers at the Columbia-Adair County Chamber of Commerce with Executive Director Sue Stivers.

Citizens Comments

Barbara Armitage, manager of Farmers Market 2, appeared to say thank you to the Council for supporting their Square Meals program to feed students. She said it had surpassed every goal they set. They hit their thousand meal mark in mid-June which they had projected for the whole year. They will have served over 2,400 meals at seasons end. She said it has been "far more than putting food in hungry tummies. It's about education as well as feeding. The kids are learning to make and eat vegetables. We tried to try something new each week and they are invited to give immediate feedback. We are seeing more families together." She said they will take a break until the first of the year when fundraising begins again.

1st Reading of Ordinance No. 110.42. Craig Dean read the Ordinance to extend and enlarge the corporate lands of the City of Columbia, KY. No vote was needed on first reading.

Motion to Approve Street Light at the Corner of Parrott Avenue and Campbellsville Road. Motion was made by Dr. Rogers and seconded by Charles Grimsley. The vote was unanimous.

Mayor's Announcements Mayor Hardwick said the Kentucky League of Cities is offering grants to pay half of the work by Precision Concrete. Discussion ended with a consensus to proceed with grant application toward the next step of sidewalk improvement. He asked where Sharon Burton was so he could congratulate her on her honor, being awarded the Al Smith Award. He is working on getting a cost estimate on sidewalks and a grant has been applied for.

Council Comments were made by the following members:

Ronald Rogers: Request a streetlight at the corner of Hayes and Tim Streets, a dark corner in town; remind everyone to participate in Renaissance Downtown Days this weekend; thanks to the Adair County Garden Club and Ellen Zornes for the Squarecrows program which is sponsored by the Adair Heritage Association.

Charles Grimsley: people have called to ask about spots for booths; update on Larry Hutchison's request last month for help with drainage;

Mark Harris: encourage everyone to come to the festival -- good music group coming, be there and find out. Local celebrities.

Craig Dean: Hope to see everyone at Downtown Days, everyone is excited about White Horse

Linda Waggener: neighbors have requested a "Children at Play" sign for the corner of Reed and Fortune Streets to remind drivers of phone company trucks that go in and out that small children are out often; request a traffic study toward management of parking lot in front of the historic home at that same corner - people cut across the parking lot, speeding from Jamestown Street to Burkesville Street; also have a request for city to prohibit parking in front of new BBQ restaurant on Burkesville Street that blocks views of people trying to turn out of the side street. The Mayor and Chief Jason Cross said they are already working on it and have posted signs.

Craig Lasley: no additional comments this evening.

All councilmembers, mayor and city clerk present. City Attorney Marshall Loy was absent.

The Columbia City Council holds its regular monthly meeting each first Monday at 6pmCT in City Hall, 116 Campbellsville ST, Columbia, KY. The meetings are open to the public. Mayor Curtis Hardwick; Councillors are: Charles Grimsley, Craig Dean, Linda Waggener, Dr. Ron Rogers, Craig Lasley, and Mark Harris; City Clerk Rhonda Loy; City Attorney Marshall Loy; City Police Chief Jason Cross; City Gas Superintendent Ron Cook; City Sanitation Department Superintendent O'Shaughnesy Frazier; and City Street Department Superintendent Donnie Rowe.
