I can agree that a highway with turning lanes would have been preferable in so many ways but to blame engineers for accidents caused by inattention and inexperience exacerbated by excessive speeding, changing lanes without signaling, passing on shoulders and a blatant disregard for the safety and well-being of one's fellow man is, in my opinion, reflective of "our blame everyone else for our own shortcomings" culture.
