City of Columbia growing with annexation mapping approval

Action taken in the Thursday, September 10, 2016 Columbia City Council Meeting
  • Building at 1411 Campbellsville Road zoned C-2 Highway Oriented Commercial. Owner and leaseholder requested action because of Columbia alcoholic beverage rules
  • Council approves send reading of 2016 tax ordinance, adopting a compensating tax rate, which means a slightly lower rate - in this case $.253 per $100 valuation

The City of Columbia is growing in area again, this time with the annexation of one building at 1411 Campbellsville Road, Anderson's Pizzeria. The City Council approved a second reading of the zoning ordinance for the property, with applicable changes to the City's Planning & Zoning Map, at its Special Called Meeting on Thursday, September 8, 2016.

In the same meeting, the second reading of the ordinance setting the property tax rate for 2016 was approved, 4-0, on a motion by Charles Grimsley, with a second by Craig Dean, with Council Members Linda Waggener and Craig Dean joining in for the 4-0 unanimous vote. Council Members Craig Lasley and Mark Harris did not attend the session.



Mayor Curtis Hardwick presided. The meeting was recorded by City Clerk Rhonda Loy, and City Attorney Marshall gave the second readings.

The annexation mapping ordinance action came on a motion by Council Member Ronald Rogers, with a second by Charles Grimsley, with Council Members Linda Waggener and Craig Dean joining in for the 4-0 unanimous vote.

The annexation was requested by the owner, Don James. The building is zoned C-2 Highway Oriented Commercial.

Leaseholder John Thomas said, earlier, that the request for annexation is because of Adair County ABC's more restrictive alcoholic beverage laws. City of Columbia ABC rule allow Sunday sales.

Building gets C-2 Hwy oriented commercial zoning approval

This location received a second reading approval for being entered officially in the Columbia Planning & Zoning map zoned C-2 Highway Oriented Commercial at a special meeting of the Columbia City Council on Thursday, September 8, 2016. The building is owned by Don James, and is leased by John Thomas, operating Anderson's Pizzeria. Anderson's made the move to the City because of more restrictive ABC rules in the County. In addition to paying city property tax - as well as county - the business, with some 30 employees, will be contributing to the City of Columbia Payroll tax, and alcoholic beverage taxes which would have gone to Adair County will go to the city coffers. The business will, for now could be annexed because Campbellsville Road itself, for some two more miles, is within the limits of Columbia.
