P & Z Board approves request for pre-annexation zoning

Approval is first step in first annnexation request because alcoholic beverage law in Columbia allows Sunday sales, Adair County's does not.

The City of Columbia Planning & Zoning Commission completed a hearing and took a vote to designate property at 1411 Campbellsville Street, Columbia, KY, as C-2 Highway Oriented Commercial at a special meeting just over, at 5:11pmCT today, Thursday, August 18, 2016.

The Commision voted 3-0 in favor of the zoning designation on a motion by Commissioner Gayle Rogers, with a second by member Roy Rademacher, who were joined in the voice vote by Chairman Joseph Flowers to approve the zoning designation 3-0.

The property is owned by Don James, and is leased by John Thomas, owner of Anderson's Pizzeria.



After the meeting, Mr. Thomas was asked if the request is because the City of Columbia ABC ordinance allows Sunday sales of Alcoholic Beverages, and he said that was the case. "We would have remained in the county otherwise," he said. "They will just lose out on the taxes and fees they would have gotten." He said that the Magistrate for District 6, in which the business is located, Greg Caldwell, "Voted right."

Mr. Thomas was told by Chairman Joseph Flowers that the next step would be that the would draft a letter on behalf of the P & Z Commision and send it to the City Council and that that body would make the decision on whether to annex the property or not.

The Council meets next on Tuesday, September, September 6, 2016 (Tuesday because the Council's regular meeting day, the first Monday of each month, lands on Labor Day.) He said that the only earlier date would require a Special Called meeting of the Council, should Mayor Curtis Hardwick so order.

The Planning & Zoning Commision meeting was recorded by Jada Coomer. Commissioners Sue Stivers and George Kolbenschlag were not in attendance.

Gayle Rogers, left was chided about being at her husband's, Ronald P. Rogers, City Council Member seat. However, she pointed out, her tenure on the P & Z board began before her husband's current tenure. At the meeting were Ms. Rogers, Recording Clerk Jada Coomer, P & Z Chair Joe Flowers, and P & Z Member Roy Rademacher. P & Z approved the request by Don James to zone property at 1114 Campbellsville Road, Columbia, KY, as C-1 Highway Oriented Commercial, if and when his request for the property to be annexed into the City of Columbia is approved.
