Anyone know answer to mystery antenna, foot of Jamestown Hill

Mayor Curtis Hardwick called to let us know about an antenna on a stop sign at the corner of Guthrie Street & Jamestown Street, which, he said, is a mystery to him and to the City of Columbia Police. He, they, - and we - would like very much to know who put it there and it's purpose. - EW.
