Court takes decisive action on Green River Commerce Park sewer project financing. Court vote will allow Wilkerson Companies to expand, provide for new enterprises in Green River Commerce Park in the future - extremely heavy water & sewer users excepted.

The final piece of the financial puzzle for a major sewer project at Green River Commmerce Park (GRCP) was put in place last night after a persevering plea from Columbia/Adair County Economic Development Director Mark Dykes. Adair County Fiscal Court voted unanimously to pay the county's portion of a four way LOCAL financing arrangements which allow the industrial site to adequately serve its crown jewel plant tenant, Robin Wilkerson's ATS Mobility and Wilkerson Transportation.



Magistrate Daryl Flatt had initially asked that more time be given to budget matters, noting that he was for the project, but budget constraints would prompt him to vote no on an immediate action. But after Mr. Dykes and CJE Mike Stephens argued that this was the fourth time the Court had considered the proposal, that they had previously committed $35,000 for the project to be applied toward securing a bloc grant (which fell through because of state funding problems) and that this proposal would only cost the court $27,500, Magistrate Sammy Baker (3), moved that the project proceed, and with a second from Magistrate Perry Reeder (4), the court voted unanimously to contribute the county share. Magistrate Flatt (2), then joined Magistrates Harold Burton (1), Billy Dean Coffey (5), Greg Caldwell (6), and Terry Hadley (7) to move ahead.

The project will be paid for by $27,500 shares from the City of Columbia, The Columbia/Adair County Economic Development Authority, Adair County Fiscal Court, and in-kind contributions from the Columbia/Adair Utility District.

The urgency of the need was noted by Judge Stephens, that ATS Mobility was having to curtail expansion because the present Green River Commerce Park sewer service cannot handle restrooms in the company's newest facility. He noted too, that Mr. Wilkerson's companies were donating money and right-of-way to get the sewer installed.

The new project will be adequate to serve the rest of the park, CJE Stephens said, except for extremely heavy water users, such as a Campbell's Soup Plant or chicken processing plant.

"We're doing this the old fashioned way," Judge Stephens said. "We're paying for it ourselves and, in this instance, we're saving LOCAL taxpayers money."

Columbia/Adair Utilities District will owner the utility once it is installed, Mr. Dykes said.
