Illegal still, moonshine confiscated by KY ABC On Spout Springs Road (Elliott Co., KY) Click on headline for story with photo By Doug Hogan Commonwealth News Center FRANKFORT, KY (Tue 7 Jun 2016) - Kentucky Department of Alcoholic Beverage Control (ABC) has shut down a moonshine still operation discovered on Spout Springs Road in Estill County. Agents seized the moonshine still, 12 - one gallon containers of moonshine, a bag of empty jugs, a record book and a small amount of marijuana. The investigation began last week after Kentucky State Police found the operational moonshine still while investigating a separate complaint at the residence located on the property. A criminal summons will be obtained for Ronald Ballou. He will be charged with possession of an apparatus used for unlawful manufacture of alcoholic beverages, unlawful possession/trafficking of alcoholic beverage in dry territory and possession of marijuana. (Issuance of warrants, criminal summonses, and/or arrests are not findings of guilt. An individual charged by police or in a warrant is presumed innocent unless and until proven guilty at some later criminal proceeding.)
