Adair Fiscal Court 10 May 2016: First Reading of Budget gets OK

A $5,370,521 total budget was approved by an 8-0 vote by the Adair County Fiscal Court on Tuesday, May 10, 2016. The budget was passed over objections of Adair County Jailer Joey White, and following a four and one-half hour marathon session of the budget committee last week. The vote came on a motion by Magistrate Daryl Flatt (2), with a second by Magistrate Perry Reeder (4) with the other five Magistrates, Harold Burton (1), Sammy Baker (3), Billy Dean Coffey (5), Greg Caldwell (6), and Terry Hadley (7), and CJE Mike Stephens affirming. The budget, with allocations by department, and percentage of total budget, follows:




Total Budget Appropriations

  • General Fund, $1,570,896 - 29.25%
  • Road Fund, $1,611,500.00 - 30.01%
  • Jail Fund, $1,456,100.00 - 27.11%
  • LGEA , $175,500.00 - 3.27%
  • Forest Fire, $2,250.00 -0.04%
  • Parks & Rec, $72,200 - 1.34%
  • 911, $370,000.00 - 6.89%
  • Green River Animal Shelter - $112,075.00 - 2.09%
Regional Jailer Joey White is objecting to a line item amount of $75,000 for part-time help. He had requested $100,000 for that line item. Mr. White said that he is running the Adair County Jail and the Adair County Restricted Custody facilities under budget for this year, and said that he is in urgent need of two part-time people to work on the floor.

Judge Stephens noted that the first reading of the budget does not set the final ordinance in stone. Amendments can be made on that reading.

Citizen John Thomas, asked, later in the meeting, in the Citizen's Comment segment, how Adair County Jail pay compares to surrounding and comparable county facilities. Mr. White said that while Adair County is generally on par with several comparable jails, the Health Insurance Package in several other counties is enough better to amount to an average $1.-$1.50 an hour, and that for those at supervisory levels, deputy jailers, the difference is can be as much as $2-$4.00 per hour.
