House passes HB 290 to permit no-excuse absentee voting From Secretary of State's Communication Office "Today, we made history in Kentucky with the launch of online voter registration, and passing House Bill 290 is the next step," said Grimes. "We've made it easy to register to vote online. Now, it's time to make it more convenient to vote. I call on the Senate to give House Bill 290 full consideration - and to listen to the many Kentuckians who are calling for its passage." The legislation would allow voters to vote early a minimum of 12 days before Election Day and at least two Saturdays in all 120 counties. The majority of counties currently offer absentee voting on Saturday. The legislation would not affect procedures for mail-in absentee voting. Early voting or no-excuse in-person absentee voting is permitted in 37 states and the District of Columbia. Tennessee Secretary of State Tre Hargett, whose state implemented early voting in 1994, endorsed Grimes' proposal and spoke in favor of it at a House committee hearing last week. "This legislation is a home run for Kentucky. What we have found in Tennessee is people love the convenience of knowing that they can vote without having to have an excuse to go vote," said Hargett. "People want to be able to know that they can put their vote in the ballot box and not have to worry about what might happen on Election Day." The Kentucky Senate will now consider House Bill 290. Grimes encourages Kentuckians to contact their legislators to voice support for early voting legislation. "This legislation may face an uphill battle in the state Senate, so I'm asking every Kentuckian who wants more convenience when it comes to voting to contact their state senator and ask for House Bill 290 to get a fair hearing," said Grimes.
