Click on headline for complete commentary By Jon Halsey Personal commentary Reading the Court pages in county newspapers one cannot help but notice that the legal practice of "churning" is alive and well is South Central Kentucky. Over time the same names appear over and over with the sentence being either a fine or Shock Probation. The legal profession from Judges thru Bailiffs as well as Attorneys reap the benefits while the community at large remains exposed to the misdeeds of the miscreants.
