Harrison Co., KY man pleads guilty to theft by deception Conned elderly neighbor. Raymond Wainscott agrees to 5-year sentence, restitution, Kentucky Attorney General Andy Beshear announces. By Terry Sebastian News from Attorney General Andy Beshear's office FRANKFORT, KY. (25 Jan 2016) - In an effort to better protect Kentucky's seniors, Attorney General Andy Beshear today announced a Harrison County man recently pled guilty to one count of theft by deception over $10,000 for conning his elderly neighbor out of more than $21,000. Raymond Wainscott, 25, of Cynthiana, last week agreed to a five-year sentence and to pay more than $21,000 in restitution to the woman, who was his neighbor. Sentencing will take place at 9amCT, February 16, 2016, in Harrison Circuit Court. The judge in this case has permitted Wainscott to be interviewed for drug court. Wainscott was indicted by a Harrison County Grand Jury on the charges in June. The Office of the Attorney General's Special Prosecutions Division handled the case. "As Attorney General, I will not tolerate those who would take advantage of our seniors," Beshear said. "We will prosecute them to the full extent of the law. As Attorney General, it's my role to ensure that our seniors are protected. I thank the members of my Special Prosecutions team, especially Assistant Attorney General J.
