EDA gets good and bad news at 15 Dec 2015 meeting

CACEDA hears of possibility of a new insurance call center bringing 30 jobs; but that news dampened by news that the Department of Local Government is not funding a badly needed sewer project in Green River Commerce Park. Lease money at the GRCP will be down by almost 34% for 2016.

Columbia/Adair County Economic Development Authority President Mark Dykes had good and bad news for the board meeting this morning, announcing the prospect of a 30 job insurance call center. He said that the local individual who was initiating the idea already has suitable locations from which to choose, and would be awaiting a board decision expected soon. That was the major good news.

At the same meeting, he announced the bad news, that the Department of Local Government in Frankfort had sent a letter to Judy Keltner at Lake Cumberland Area Development District that the sewer expansion for the Green River Industrial Park would not be funded because the "EDA (state in this case) is out of money."



State funding on the $330,000 sewer project was two-thirds, the other one-third was to have come equally from the C/A EDA, the City of Columbia, and the Adair County Fiscal Court. Word of the precipitous action came from Gabe Nickell on December 10, 2015.

Chairman Dykes said that the next funding cycle will be mid-year, and that he assumed the application would be considered at that time.

He said that the news had come as an unwelcome surprise.

The news came at the regular second Tuesday meeting of the Authority at the Chamber Building, 201 Burkesville Street, Columbia, KY, with four members present, President Dykes, Treasurer Mike Curry, and Members Dean Adams and Tony Corbin, along with media representatives. Absent were Secretary Randy Burns and members Ann Martin and Anthony Janes, as well as ex officio members Mayor Curtis Hardwick and Adair County CJE Michael Lee Stephens.

Cropland leased, at much lower price

Chairman Dykes reported bids for the 2016 lease on cropland in the Green River Commerce Park. The high bid was from Jeff Biggs for $33,030 per year, who was awarded the contract and will have the option to renew at the same rate for up to four years, one year at a time

Last year, Jeff Hatcher paid $52,000 for the cropland lease. EDA member Tony Corbin noted that the current trend in cropland leasing has been for much lower prices, but said that this year's bids were slightly lower than he had expected.

Other bids were from Jeff Hatcher, Darren Henson, and Howard Eastridge, all of whom bid over $30,000 for the land.

Website design awarded to Paige Nickel
The board voted to approve a contract with local website designer Paige Nickel for a one-year contract to re-do the CACEDA's website. The contract calls for $550 upfront, and $300 each for two six month updates on the site, with work beyond the contract at $10 per hour.

Board approves Treasurer Mike Curry's report

The board approved Treasurer Mike Curry's report, which showed the EDA had an ending balance on 14 Dec 2015, of $138.598.67, with three expenditures for the previous month totaling $8,539.97 for fencing expenditures in GRCP, and income of of $15,235.43, which came mainly from a payment on the GRCP lease of $15,200.

Member Tony Corbin said that the bank account is due to be enhanced by approximately $20,000, which is money payable to the EDA on the lease due by 31 Dec 2015.

Materials for Buchanan Cemetery fencing will be purchased from two local firms

Chairman Dykes recommended to the Board that the purchase of fencing material for the Buchanan Cemetery, located in a woodland with Green River Commerce Park, would be purchased from two local suppliers, Day & Day Feed and Pet, of Columbia, KY, and Janes Fertilizer of the Gradyville Community, Columbia, KY. Mr. Dykes said that the firms had quoted prices with only small variances. He said that the wire fencing would likely be purchased from one, the posts from the other. CACEDA had agreed to purchase the material for the cemetery enclosure, with a Buchanan family member installing it.

Board hears of plan for Chamber to increase income with office rental

Chairman Dykes informed the EDA board of a Chamber of Commerce plan to increase income for the Chamber Building by renting out an office in the basement. He said that Chamber President Brenda Mann and Chamber Board Member Roger Meadows had informed him that the income would likely be in the $250-$300 range. He said that this would lower the net cost of the building, and that the EDA, who pays a proportionate share of the costs, would share in the savings.
