CAUD board gets update on open seat in brief session

Chairman Baker summarizes status of vacant seat, validity of votes taken by Larry Russell Bryant. General Manager Lenny Stone announces list of applicants, listed in this article

The Columbia/Adair County Utilities District (CAUD) Board got an update from Chairman Tim Baker on the situation in regard to the seat ruled open by the Public Service Commission, an opinion on the status of the tenure of Larry Russsell Bryant, and received a list of the candidates who had met the deadline, December 8, 2015, to file for the open seat.

The session was brief, with mostly routine businesss, but that was due more to the pre-holiday nature of the session than to the matter of the open seats.



Chairman Baker said that as of November 18, 2015, the Public Service Commission had ruled that Larry Russell Bryant was ineligible to sit as a member of the CAUD board, but the current board could now carry on business as usual.

He said that he has received information from PSC lawyers that actions by the board which Mr. Bryant had participated are valid, and that all his votes stand, and that a written confirmation to that effect has been promised by the PSC lawyers.

General Manager read a list of applicants submitted to the Public Service Commission and said that a decision on the matter would be handed down by the PSC . He said he hoped the empty seat would be filled by the next regular meeting. That is the second Thursday in January 2016. That meeting is Thu 16 January 2015.

List of Applicants

The list of applicants or nominees, in chronological order are:
Sharon Smock, Rob Wilkerson, Larry Russell Bryant, Jimmy Harper, Wid Harris, Larry Russell Bryant (re-application) Joseph L. Pyles, Lee Stephens, Bradley Hayes, and Lee Stephens (re-application).

New petition accepted

The board voted unanimously to accept a petition for a .6 mile waterline on Canaan Land Road, off Corbin Richards Road between Milltown and Gradyville, with four taps requested. Mr. Stone said that acceptance of the petition is not an order to begin work. He said that the job is bigger than one which could be done in-house, and will be providing more information on the cost for the work in future meetings.

Update on Phase 16

Mr.Stone said that the sewer plant work, Phase 16, is almost complete. He said that the two man crew at the CAUD Wastewater Plant is now using the newly installed settlement drying beds and press, and that a final closeout of the project involves minor items on the punch list which are being completed at a fast clip.

Routine matters

Bills were approved and minutes were approved in a routine manner.

Water, sewer plants running smoothly

Mr. Stone reported on the operations of the water distribution system, the wastewater plant, and the Adair County Water Treatment plant and said that they all are running smoothly.


Office will be closed 24-25 Dec 2015 and 1 Jan 2015

Mr. Stone announced that CAUD offices will be closed and employees will be on holiday on Christmas Eve and Christmas Day, 24-25 December 2015 and on New Year's Day, 1 Jan 2016.
