Court of Appeals panel denies rehearing in 2014 Mayoral Election Latest in the contested 2014 City of Columbia Mayoral election By Ed Waggener The petition for a rehearing by the three judge Court of Appeals Panel, in an memo dated November 18, 2015, listed as Step 23, has denied a Ben Arnold's request for a rehearing of the 2-1 decision to reverse Adair County Circuit Judge Judy Vance' order declaring the November 4, 2015 Mayoral election invalid.
