A question for Jim on moral rectitude, presence of carnivals

Billy Joe Fudge writes:
Jim, you're one of the best. Love the research you do and thanks for passing it on to those of us unskilled and unlearned in such matters.

I do have an observation and was just wondering if you might be able to shed light on the subject. I noticed there was no mention of a carnival or the such. So were carnivals the icing on the fair experience cake that did not come along until more modern times and do you think the lack of a carnival might just have been a catalyst to calmer times for law enforcement during the fair? - Billy Joe Fudge
