City Council regular meeting 3 Aug 2015 - Report
Click on headline for complete Council Report By Ed Waggener Duo-County Telecom representatives H. K. Cooper, attorney, and Tom Preston, CEO, appeared in the Citizen Comments segment of the Monday night, August 3, 2015, City Council meeting to affirm the company’s cable service position prior to the pending communications franchise vote. Cooper said it was noted that the city was about to vote on "what appears to be a sophisticated franchise ordinance" and that Duo-County wanted to affirm it has no affect on Duo-County as the cable provider. He said Adair County is very much appreciated for allowing Duo-County to provide cable service through 2021. Cooper and Preston were assured by both City Attorney Marshall Loy and Mayor Curtis Hardwick that Ordinance No. 450.13 relating to a Communications Service Franchise would have no effect on the Russell County corporation. It is being done in response to a request from Windstream, the telephone service provider. After the Ordinance was given second reading, the motion to approve was made by Charles Grimsley to establish the Communications Service Franchise and seconded by Craig Dean. The vote of approval was unanimous. On a motion by Craig Dean and seconded by Craig Lasley the city street named "Connie" will be renamed "Johnnie Street." The vote was unanimous. Amendment to City Building Ordinance adopted A first reading was given to Ordinance No. 340.9 after introduction by Craig Dean. This Ordinance amends Ordinance No. 340.7 concerning adoption of the Kentucky Building Code. Motion to approve recommendation of P&Z Commission for rezoning Mayor Hardwick called for a motion to accept recommendation from the City Planning and Zoning Commission to amend the City of Columbia Official Zoning Map effecting a zone change for properties owned by United Citizens Bank from R-2 Low Moderate Density Residential to C-2 Highway Oriented Commercial. Properties considered are located at 600 Jamestown Street, 602 Jamestown Street, 110 Hayes Street, and 106 Heskamp Street. Motion was made by Linda Waggener with a second from Charles Grimsley. The vote was unanimous. Council Announcements< Craig Dean reminded everyone that school is getting started and asked for safety considerations as the population in Columbia expands and extra efforts by everyone to welcome over 1,100 Lindsey Wilson College students. Charles Grimsley commented on pool security. Linda Waggener shared an upcoming opportunity for community growth and development and appealed to all interested parties to attend and then come back to a town meeting one week later. Mayor Hardwick mentioned that questions on the possibility of a strategic plan which may be further discussed along with meetings like the conference in Louisville. City Clerk Rhonda Loy said that Steven Baker is the new code Enforcement Officer. Council members present at the meeting were Craig Dean, Linda Waggener, Craig Lasley, Charles Grimsley and Mark Harris. Dr. Ronald Rogers was absent. Phone number for City Hall is 270-384-2501 Columbia City Council regular meeting comments Linda Waggener, Councilmember Monday, August 3, 2015 Because of mounting feedback in the form of disappointment in the condition of our city, I’m calling on fellow community members to join me at the upcoming two-day Strong Towns Conference exploring strategies for community growth and development Sept. 24 and 25 in downtown Louisville. Quite often people blame the government for the state of affairs when, in reality, we the people are the government. We the people are the government and we are in total control with our voices and our votes. I’m asking everyone interested in change for the better to attend this event and then come right home to an open town meeting the following Thursday, October 1st -- time and place to be announced during the conference -- so that all people have the opportunity to collaborate on what exactly we want our town to look like in 3, 5, 10, 20 years. I hope to see action-oriented volunteers come from each section of our city, by precinct or by neighborhood, where leader-coordinators communicate with the residents of their neighborhoods and bring needs and news to the attention of government leadership. Sometimes the needs will be for City Council business and other times, since the city is part of Adair County, those needs may be for Fiscal Court. Either way, I hope to see a network of residents from within each precinct/neighborhood who stay glued to our government processes. Stand with me for aggressive, continuous improvement of our quality of life, starting with a learning session at this upcoming conference, followed by a town discussion on how we make this place better in every way – heritage, health, economy, infrastructure, education, good places for each age group to enjoy -- everything we can possibly do to help us all have more well-balanced lives. The conference will take place from 9amET to 5:30pmET Thursday, Sept. 24 at the Kentucky Center for the Performing Arts, and 9amET to 12:30pmET Friday, Sept. 25 at The Henry Clay.
