City Council votes to move all Payroll Tax into General Fund

In a special called meeting held at 4:30pmCT, this afternoon, Friday, June 19, 2015, the Columbia City Council voted to amend the ordinance pertaining to the use of the occupational tax/payroll tax to put all the revenue into the general fund. Previously the money had been earmarked by percentages to designated uses.

Mayor Curtis Hardwick said that he and City Clerk Rhonda Loy agreed the change was necessary in order to have a balanced budget for the fiscal year ending June 30, 2015.

Council member Ron Rogers moved to accept the Mayor's recommendation. His motion received a second from Linda Waggener. The vote was 4-2, with Council members Craig Lasley and Mark Harris voting yes, and Council members Craig Dean and Charles Grimsley voting no.



The council heard the first reading of Ordinance No. 430.16 which will move make the change as amended. It was introduced by Council Member Craig Dean and read by City Attorney Marshall Loy. No vote is taken on the first reading; that will be done in a special called meeting at 5:30pmCT, Monday, June 22, 2015.

The council then voted to have a first reading of an Ordinance adopting a budget for Fiscal Year July 1, 2015 to June 30, 2016 which will have no pay increases for city employees. The ordinance was introduced by Council Member Craig Dean and read by City Attorney Marshall Loy. A second reading, with a vote, will come in the Monday, June 22, 2015 meeting.
