Ed Pipalski: Riprapping project a waste taxpayer resources

Ed Pipalski writes:
Didn't the utilities district just complete a shoreline embankment/flood prevention improvement project to preserve the integrity of the Columbia Water Plant (actually at the CAUD wastewater plant - CM) in case of flood waters of Russell Creek?

If I recall, the project was objected to by a group of local residents thought to be affected by the retention wall.

Was that project then not necessary and a total waste of limited taxpayer resources in the form of time, manpower and money? --Ed Pipalski
