City Council 2 Feb 2015 meeting: Dr. Rogers new Mayor Pro Tem

In a brief, session, just 27 minutes long, the Columbia City Council approved a new Mayor Pro Tem, Dr. Ron Rogers, approving a total of 14 appointments and reappointments, and approved a resolution authorizing Mayor Curtis Hardwick to enter into an interlocal agreement to continue participation in the Cumberland Workforce investment area.

The appointments approved all by unanimous vote with all council members present,include:


  • Re-appointment of Johnny Vaughn to the the PVA Appeals Board. Term to expire June 2017
  • Re-appointment of Debbie Yates to the Parks & Recreation Board, term to expire June 2017
  • Re-appointment of Bruce White to the Parks and Recreation Board, term to expire June 2019
  • Appointment of Larry Dudley to the Columbia Municipal Housing Authority Term to expire January 2019
  • Appointment of Bob Benningfield to the Columbia Municipal Housing Authority to finish the term of Patrick R. Bell. Term to expire January 2018.
  • Re-appointment of Linda Lewis to the Columbia Tourism Board. Term to Expire October 2016
  • Re-appointment of Henrietta Scott to the Columbia Tourism Board. Term to Expire October 2016
  • Re-appointment of Mary Ann Loy to the City of Columbia Board of Adjustment. Term to expire October 2016
  • Re-appointment of Bill Wheat to the City of Columbia Board of Adjustment. Term to expire October 2016
  • Appointment of Lee Stephens to the Columbia-Adair County Airport Board. Term to expire January 2019.
  • Re-appointment of Bill Troutwine to the Columbia/Adair County Airport Board. Term to expire January 2019.
  • Appointment of Juanita Duvall to the Adair County/City of Columbia Joint Commission on Human Rights for a 3 year term expiring January 2018.
  • Appointment of Shannon Rowe to the Adair County/City of Columbia Joint Commission on Human Rights for a 4 year term expiring January 2019
Mayor Curtis Hardwick announced that he would be in Frankfort to work for a change in the gasoline tax law. With the price of gas at very low levels, the gas tax revenue is declining he said, to the extent it will reduce state street money for Columbia and put a big bit in the revenues for Adair County. He said that he will also be there on behalf of a statewide right to work law and would likely ask the Council to enact one for Columbia.

Councillor Dr. Rogers asked for a better phone answering system for the police department. Often he said, the phone rings but no one is there to answer it. He asked for a forwarding system to the Clerk's office when this occurs. Larry Smith of Shoreline Communications suggest forwarding with a "# 72" code. Mayor Hardwick and City Clerk Rhonda Loy agreed to find a way for incoming calls to be handled in a timely manner. Ramie Hutchison, representing Duo-County, said that certain Voice over Internet Protocols could be easily set up for the forwarding.

Citizen Bill Anderson appeared before the board to complain about three properties he thinks need tidyng up. Mayor Hardwick and Mayor Pro-Tem Rogers told him that the present law has no teeth in it and they plan to beef up the law.

Routine Business

The council approved minutes of December 23, 2014, January 5 regular meeting, and January 15, special called meeting.

The meeting was lightly attended. Present were Mayor Curtis Hardwick, presiding; City Clerk Rhonda Loy, City Attorney Marshall Loy, City Councillors Craig Dean, Linda Waggener, Craig Lasley, Dr. Ron Rogers, Charles Grimsley, and Mark Harris; City Gas Superintendent Ron Cook and Linda Cook, Chief Jason Cross, Ben Arnold, and the media.

Columbia City Council after an evening of appointments

Chief Cross address phone forwarding issue

After Councilman Ron Rogers asked that something be done about complaints he has been receiving from citizens who could not get an answer when calling directly to the Columbia Police Department Chief Jason Cross rose to explain that the problems existed because the department does not have a secretary and because the Police Department is on a different phone system from City Hall. The photo was taken at the Monday, 2 Feb 2015 meeting of Council. Mayor Hardwick and City Clerk Rhonda Loy are looking into the problem and felt that a solution could be worked out shortly. City Hall's number is 270-384-2501. Calls are answered by real people, and transfers to individuals and to other departments are handled in a personal manner. The Police Department's administrative number is 270-384-4119; emergency calls for the police department are handled by Adair County 9-1-1 Center. Larry Smith interviewed Mayor Curtis Hardwick after last night's meeting of Columbia City Council for Radio Stations FM 92.7 the WAVE, Columbia/Russell Springs, and FM 99.9, The Big Dawg Campbellsville. The interviews were scheduled to be aired throughout the day on the two stations during regularly scheduled top of the air local news updates. Smith is Operations Manager for Shorelines Communications and senior news anchor for the two stations. - EW
