CAUD board report, regular 15 Jan 2015 meeting report

  • Burkesville Street/Pike water line contract rescinded. May be rebid.

The Columbia/Adair County Utilities board nixed, for the time being, two major projects at its regular Thu 15 Jan 2015 meeting but added a small one.

The CAUD board, meeting for the first time with new member Larry Russell Bryant, rescinded a contract with Stotts Construction Company to replace water lines from the Columbia United Methodist Church to The Pike area of Burkesville Street, and also put off action on new 6" or 8" waterlines for the South End of the County, in the Flatwoods, much of Sparksville Road, and a stretch of KY 704 which has been plagued by low water pressure.

But the board did vote, unanimously, on a motion by David Jones, with a second by Tim Baker, to take sewer service to the Green River Animal Shelter at a cost of $50,000.



GM Lenny Stone says rate increase would be necessary for $2.5 million project

General Manager Lenny Stone told the board that another rate increase might be necessary to rework the the area of KY 704 to Flatwoods to alleviate the low pressure problems. The estimate cost of the project would be $2,500,000. Board chairman Robert Flowers told the board that regardless of the grant money and any loan costs, any additional expense might make the project prohibitive. "Even 1%, 40 year loans have to be paid back," he said.

Approximately 550-600 customers are affected by the problem. For the time being, that project is on the backburner.

The Pike project put off

The board had voted, in an earlier meeting, a contract with Stotts Construction Company for the Burkesville project.

David Jones said that he wanted to rescind his vote, saying that he did not know the cost of the project - namely, that change orders in the contract would make it more expensive than he understood it to be.

Jones cited concern with approval of the Kentucky Infrastructure Authority and the PSC's approval.

Larry Russell Bryant, new to the board, cited the same concerns.

Member Tim Baker said that he did not know of the change orders, until just before the January 15, 2015 meeting and had concerns about the KIA approval and the PSC's oversight.

GM Manager Lennon Stone said that he had been unaware of the total cost, did not know of the KIA outlook on the project, and that even though the PSC would not rule otherwise, that there was an outside chance they would weigh in later with a negative opinion.

David Bowles, the consulting engineer, told the trustees that the KIA had approved the the work and that the PSC really doesn't have a dog in the fight.

On a motion by Larry Russell Bryant, with a second by Tim Baker, the contract with Stotts Construction was rescinded by a vote of 4-0 with Barry Stotts abstaining, both from voting and from commenting on the action. Chairman Robert Flowers and David Jones voted for rescinding the action.

Junior Stotts, President of Stotts Construction Co., said that the his company was just happy to help out when they could, but is taking the board's action personally. He said that, supply orders for The Pike/Burkesville Project, already ordered, would be cancelled.

He said that he was relieved, noting that the extension quite likely would be a contractor's nightmare, with sidewalk demolition and replacement and rocky terrain to dig through.

Funds for the project had not been an issue.

Merger completion paperwork scheduled for completion tomorrow

Mr. Stone said that completion of the merger with the Columbia Water & Sewer system is now nearing completion. He told the board that the utility's lawyer, Damon Talley, would be in at the board's headquarters on Wednesday, January 21, 2015, with paperwork to complete the merger with the city system.
